Justin Quigley gave me an estimate that appeared fair. He told me the business was licensed (it was not); that he or his brother Dean Quigley would obtain all surveys required and would file the necessary building permits with the city. He required 1/2 of the payment ($10,000) up front to start the project and to purchase supplies. The workers performed the necessary excavation for the driveway and around the perimeter of my property. 1/2 of the driveway was poured. Later, the driveway had to be repaired because the proper ground work was not performed to ensure the driveway wouldn't collapse. They also put in a couple of "footers" with rebar sticking up out of the ground. Then they never came back. Justin did return my phone calls initially but later did not. His brother Dean was jailed for misconduct (details can be found through mncourts.org as a matter of public record) and therefore no longer able to work. I filed the necessary claim through small claims court. Justin left the state (to SD) for awhile so did not show up for the hearing/appearance. Although the judge did give me a judgement for the greatest amount allowed in small claims court, Justin and Dean Quigley have not paid. While researching the small claims process, I discovered that they have ripped people off in the past. Mostly vendors of supplies but there are many, many people who have had bad experiences with them. The Quigleys are known to have many contractors in the [extended] family. But they do not honor each other's debts, obligations or projects. Dean Quigley is still in the state prison at this time (2010). Justin Quigley returned to Montevideo (2010) and currently lives with his girlfriend, Kelly Bain. This case was duly filed in the Chippewa County Small Claims Court and is a matter of public record. I DO NOT recommend their services.
