A few days later, I received a bill from Mr. York for $5,479.50.He stated that we received a $500.00 discount because it was a "private pay." He had billed 7 hours of service for each "technician" (@ $195.00 hourly X 2),and $250.00 hourly for himself as the "supervisor." "Equipment" charges were over $1500.00 with a "waste disposal" fee of $885.00. I also received a copy of the "contract" which was signed by the stepson agreeing to pay $195.00 hourly for each technician,$295.00 per box in "disposal fees", and a protective equipment fee of $115.00.The contract listed the stepson as the "home owner" and "family member" although there was no legal documentation to support his claim. I phoned Mr. York, and stated that I was appalled by his bill.I also stated that I had not been shown any contract or estimate prior to the bill.I clarified that the stepson had no legal authority to engage in a contract for the estate, and was not even given permission to be on the property. I reviewed the bogus charges with Mr. York, and stated that I had photographed the filth that remained after he had left the home.He replied that "insurance usually pays for the cleaning, and the house is now safe for the family to live in.You can contact your attorney, and he can authorize payment." I disputed his conclusions, and expressed my dismay that any insurance company would be billed for fees that were not reflective of the work completed. We discussed his role as "supervisor" which appeared to entail no active labor, nor did it require "protective" equipment. I am an educated, clinical specialist in nursing and I am familiar with pathogens which require bio-hazard precautions.Even if the "Bio-Specialists" had actually done the job they quoted, it would have been unnecessary.Mr. York attempted to take advantage of a family in crisis, and accepted a contract signed by an estranged stepson who was certainly not a "family member." I have mailed a check in the amount of $500.00 to Mr. York.I think that was a generous amount given the circumstances.I have invited him to contact his attorney should he attempt to collect $4979.50 more from the estate.
Description of Work: My brother died in his home, and the body was not discovered for some time. When the family members were alerted to the death, the body had been removed to a funeral home. Since my brother died of natural causes, there was a minimal amount of biological "cleanup" although odor was an issue. My deceased brother had refused to allow any family members to clean his home,or move any objects. He did not ventilate the environment, and smoked multiple packs of cigarettes daily. The interior was covered with nicotine, dust, and dirt. We had received the notification of my brother's death from his stepson who had been alerted by the postman re. a buildup of mail. The stepson, who lived nearby, was in the home when my living brother and I arrived. He stated that he had contacted "someone he knew" to eliminate the odor from the house. He was not a legal member of the family, and rarely saw my brother. But he stated that he felt the home should be his because he had spent time there in the past. The next day,my brother and I arrived to find the stepson in the home with two "technicians," and William York (the owner of Bio-Specialists). The workers wore paper suits, but Mr. York wore no protection and freely entered and left the "hazardous" area. He stated that the stepson had contacted him to clean "all the hard surfaces" and "decontaminate" other areas.I did not view a contract, nor did I receive an estimate for services.I gave Mr. York my address as executor of the estate, and asked him to forward the bill to me. Since my deceased brother had cancelled his homeowner's insurance, Mr. York had been apprised by the stepson that the job was a private pay.I left the home to complete funeral arrangements. When I returned, the odor was gone but the house was still filthy. No hard surfaces had been cleaned, and the walls bore the same grime and nicotine. There were dead insects on the floors and counters, and nicotine stained furniture. The floors were still covered with dust and filth. The floor, where the body had been found ,was cleaned in a small area;other floor areas remained stained and soiled.I assumed the limited amount of work would result in a reasonable charge.
