Larry McConnell bought some sanding and finishing materials from Home Depot and expermented with a bedroom floor (10' X 11") to show me how his floor re-finishing proposal worked. An orbital sander was used to go over the floor, but this never removed the dark wood spots. He then painted the floor with a dark Minwax "Gunstock" color. Looked very dark and the spots still showed up except darker. So I cancelled that part of our agreement. Larry helped carry the two expense wood doors and the oak shoe moldings up from the Fisher Lumber delivery truck on 2/20/12 and place them on my back porch. On 2/21/12 when he came back to inspect the floor experiment I told him I was dissatisfied with the outcome and told him to stop any further floor work. Meanwhile, I wrote him a check for $900 which was for 50% of the labor cost of our signed agreement. The owner was responsible for buying all the materials to do this job. When Larry McConnell never returned, despite several phone calls. I filed a complaint in Baltimore with the Maryland Home Improvement Commission. They found that Larry was not a licensed Marland Home Improvement contractor and he had violated the law twice - once for stealing my money and again for mis-representation. The MHIC tracked Larry McConnell down and filed criminal charges against him (Complaint No. 001165-2012). A trial was scheduled May 31, 2013 and July 1, 2013, for District Court of MD for Montgomerry County, 8552 Second Ave., Silver Spring, MD 20910. The Court Case was Case No. 4D00278583, State of Maryland vs Lawrence McConnell. While in Court, Mr. Larry McConnell was represented by a criminal attorney, Mr. Michael Cochran (Cochran Law) of Rockville, MD 240-463-2512 or 410-247-0175. NOTE: The above address 14611 Northcrest DR. is a non-existent location according to USPS.com. According to the US Postal service this address doesn't exist.
Description of Work: Larry McConnell agreed to lightly sand and refinish the wood floors of my home, install new oak shoe molding and install new wood front door and back doors. The owner agreed to buy all the materials. We signed a contract and he wanted 50% upfront or a 50% advance for his labor. I gave him $900. He took the $900 check, cashed it and never came back. Larry McConnell did nothing and left his tools on my back porch. I did not l know until later that Larry McConnell was not a licensed Maryland Home contractor and that the HandymanConnection.com of Rockville had fired him for signing a contract with me "on the side." He said the HandymanConnection.com, who he originally represented, would charge me $3,400 for the work, but he could do it for 50% less or about $1,800. He told me this in-person 2/17/12 and called me later that day to confirm his offer of 50% less or $1,800.

On February 21, 2012 Larry McConnell took the check for $1,006.28. He cashed the check immediately that day and never came back to finish the work. He left his tools on my back porch. I talked to him several times via phone about when he planned to come back and get to work. I also contacted his ex-employer HandymanConnection.com in Rockville, MD, but they had fired him for entering in a contract agreement with me (on the side). I filed a complaint with the Maryland Home Improvement Commission (MHIC) in Baltimore and determined that Larry was not a licensed home improvement contractor in Maryland. About a year later, MHIC investigators caught up with Larry McConnell and filed criminal charges against him. A trial was scheduled May 31, 2013 and continued July 1, 2013 in the District Court of Maryland for Montgomery County. Mr. Larry McConnell was represented by a criminal lawyer. Despite being arrested, going to jail, having an appointed criminal attorney to defend him, etc., I think Larry McConnell will continue this type of behavior in the future.
Description of Work: Mr. McConnell agreed to install a wooden front door and wooden back door (along with mechanical hardware), install oak shoe molding in all the rooms in the house as well as restore the wood floors with light orbital sanding to remove spots and to refinish them with a new wood floor stain. He did a 10’ X 11’ bedroom floor as an experiment in order to show how this would look. It looked terrible and so I canceled that part of our contract agreement. The customer (J. Jacobus) agreed to buy all the materials for this project. I gave Larry McConnell a check for $1,006.28 which included $106.28 for experimental floor finishing materials and supplies. ($900+ $106.28= $1,006.28). The property where the theft occurred was my home 10103 Gates Avenue, Silver Spring, MD 20902 on 2/21/12 which was in the process of being prepped for sale via Long and Foster Realtor. We are convinced this was all pre-planned and not an impulsive act, hence the term I use, a professional scam artist.
