Powell Contracting Company Inc

Contractor Tim (the owner) and his son showed up on 10/24/18 and begin work on replacement my deck railing with a privacy railing. After a few hours Tim stated they needed to go get supplies. He requested a check for about half of the project costs ($675). The next day (10/25/18) they came back and did some work while I was not home. Haven't seen on heard from him since. The check was cashed on 10/25/18. Emails and voicemails have gone unanswered. My deck has no railing on a portion of it currently. They took my money and left the project unfinished (see pictures).

Contractor arrived half an hour late to review the scope of work. However, he did call to advise that he was running late. The contractor met with me and my two neighbours to discuss the new fencing and deck work we all wanted done. Meeting seemed to go well and the contractor promised to get back with us soon with quotes for the work as well as providing product details that we could submit to the Homeowner's Assoc. After waiting 10 days I began calling the contractor. His return calls to me (made a day or two after my call) were always full of assurances that he would call me back that night or no later than the next day with a quote. Finally 3 weeks after the site visit (and at least 5 phone calls asking for a status on the quote) the contractor finally called with a price. However, the price was incomplete- quote did not have a cost for the stairs, only the deck and fence. I asked that the quote be provided in writing which he assured me he would email that evening. That was 5 days ago and I have received nothing. Neither of my two neighbours have heard back from him as yet. While the pricing he gave me was reasonable there is absolutely no way I would proceed with this company. Given the difficulties in just getting a quote I can only imagine how difficult it would have been to get the work done.
