Experience with BLP Construction was Horrible!! Currently in Arbitration. Four (4) months after starting the project that was scheduled by contract to be completed in Six (6) months, BLP Construction had collected over $100,000 in payments and materials after two HUD Construction Inspections but without any Anne Arundel County Inspections. Ben Porter portrayed BLP Construction as a one-stop shop, able to provide design, architecture, engineering, and all the construction trades needed to complete a remodeling project on my home. On October 13, 2013 I requested his professional opinion for remodeling my home at 2723 Cedar Drive, Riva MD 21140. No Architectural or Engineered drawings were ever provided. On November 9, 2013 BLP Construction provided me with a ?Project Contract? in the form of a Microsoft Excel worksheet to provide the renovations. On 11/13/13 BLP Construction signed a ?Homeowner Contract Agreement FHA 203K Rehabilitation Contract? with a 6 month period of performance to complete the project. Neither of these contracts were in compliance with the Maryland Home Improvement Commissions contract requirements. Due to missing exterior plywood and Tyvek my home suffered extensive water damage in August 2014 which greatly increased the scope of the project. I had the HUD Inspector who had validated the building expenses, plan, and who was monitoring the construction come out and inspect the damage. He required BLP Construction to cut-out numerous sections of the drywall on the first floor, remove the wet insulation, and place fans to dry out the walls. This attempt to correct the situation was unsuccessful and a mold-like substance began to appear in various places. I was required to hire a contractor to remove and replace all of the wet drywall and insulation thought the first floor of the home. Four (4) months into a six (6) month project, BLP Construction had received $72,150 (less a 10% hold-back) from construction draws on the 203k loan. In addition to the HUD contract funding, I had supplied over $30,000 in funds and material to facilitate the construction. I was very concerned over the funding expended and tremendous amount of work required to complete the project, so I secured the advice of a professional construction consultant. Upon evaluation by a local construction consultant on September 1, 2014, the work performed by BLP Construction was found to be ?grossly negligent and substandard?. He recommended that I immediately ?Stop Work? to prevent any further construction requiring repairs or replacement. Up to this point there had been no County inspections to validate the workmanship or adherence to Anne Arundel County building codes. Upon evaluation by the Anne Arundel County inspection department and an independent local Structural Engineer, the work was verified to be substandard and in violation of Anne Arundel building codes requiring a substantial amount repair or replacement. On September 1, 2014, I notified BLP construction to stop work on my house. In compliance with the homeowner contract agreement article 15, I provided BLP Construction a list of items indicated as ?defective workmanship? and requested an estimate within a reasonable amount of time as per the contract. After 10 working days without a response from BLP Construction the contract with Benjamin Porter to renovate the home was officially terminated. I requested an inspection from the Anne Arundel County Inspection department to evaluate the work which had been done by BLP construction. Upon inspection on 9/25/14 a substantial list of substandard workmanship and code violations was generated by a local Anne Arundel county inspector. Subsequently I hired a local professional engineer to evaluate the framing work which had been completed by BLP Construction and the engineer validated that the work was performed in a substandard workmanship like manner and did "not" meet the required county code standards. The cost for labor and materials to correct the framing discrepancies and Anne Arundel Code violation has exceeded $70,000. Do NOT use this company. Feel free to check MDCASESEARCH.com for proof of my ongoing Arbitration. **Note: There's another gentlemen who (lives on the Eastern shore) recently experienced the wrath of BLP Construction as well.

Now let me say...this is not all we are unhappy with.You can't see some of the sloppy nailing that goes into nothing... You can't see the floor bounce in pictures..but if you stand in the basement and my son (who is 100 lbs upweights himself upstairs..there is at least a1/2 in to 3/4 inch deflection..which the builder and his father told me will not crack the drywall and its fine...right...We could not fire the builder as we had to have this done as my dad is 90 and doesn't have time to wait around for someone else to get a permit. Due to budget cuts...it takes few months to get permits in our county. WE did stop them and make them change things...do things differently...but we could not be here all the time. I was with my mom in DE at the nursing home most days they were here. Unfortunately... I had to go to the doctor as I had stepped on a nail that went through my shoe...as soon as I left the builder asked my dad for the LAST check..my dad gave it to him..then builder left. He is supposed to come back on Wednesday 8/17 to upgrade electric and make some things to code... We shall see if he comes after the nasty text message I sent him. I have had it.. I have been more then patient...watching him do things that are not neat...being inconsiderate when it comes to OUR property etc. My husband has had to trench to put the well line back into one piece and garage electric was also cut out side the basement..so my husband had to fix that too.. It was acceptable to THEM (the builder) that the connections were outside the building but not to us and they knew this. The sump pump was not hooked up correctly so it wouldn't pump out water at all. Basement ended up with about 4 inches in it. The concrete work down the basement steps has holes in it where water comes out like a water fountain ( I have pictures to back up Everything I say) The fascia under the gutter is not folded around the corners so water can get behind it. One part of the soffit area was done so crooked that water comes back toward the house and water was coming through the light switch. (NOTE: my husband fixed that). You should see the pictures of the block work in the basement. Thank God he did not keep doing the block. He cut the well line and the Electric line for our back garage Outside the basement...then claimed it was an accident. Not true...the Electric line was an accident but the well line was not. My husband rented a trencher and put in a new well line and a new Electric line...The roof is raised over the porch there is a hole at the end of the raised part part of the roof. I even pointed it out to the builder..he said nothing..did nothing. The pictures I took speak volumes. It is hard to explain in words...and much easier to see in a picture. (NOTE: Builder did come back on 8/17 but has Not called for a re-inspection so we can get final so my dad can move in and it is now Oct 11/2011) I have text the builder..over and over again. I refuse to talk to him...as there is no reason to talk to him..he just needs to call inspector. ( NOTE:builder did refund the money that bob was out for the Electric wire...not the trencher)...This has been a nightmare building project...and since I was already living a nightmare with my ill mother I did NOT need this added stress. I do NOT recommend this builder. (NOTE: the builder did build a wall about 4ft from long wall in basement because of bounce in floor...it didn't stop it..but it does help a little.) UPDATE: Builder did not EVER get us new boards (that they cut) for our YEAR Old deck.. I still do NOT recommend him at all. BLP Construction. WE just had to rent a bob cat to fix grading...My husband had to do so much to make this right and he is not finished yet.( (NOTE I have pictures to back up all I say....this site Angies list would not let me change the pictures I put up..I didn't know we were limited on how many we could put up...and I just started at the beginning and was going to put them all up but can't)
Description of Work: 20x40 addition for my 90 year old parents to live in Addition consists of family room, bathroom (handicapped) bedroom and multiple closets handicapped ramp leading to outside entrance basement aka elevated crawl space at least 6'5" tall cutting of trusses in main house making familyroom in main house a cathedral ceiling adding on 5' of addition to main house family room Started in April..I am writing this on Oct 11 and final inspection has not been completed as of this date. Final Inspection was done End of October...if I never see that man again I will be happy.
