He did not finish the job we paid him in full and he has never given us back our money, we had to hire another plumber to finish his work. I would never recommend him.

Arthur and I met at home depot, when I was getting something else unrelated. He chatted me up and gave me his card, and it turned out I needed him to replace an old kitchen faucet almost immediately thereafter. He made good on his word at HD that if I needed him anytime to give him a ring, because he came over to fix my hopeless kitchen sink faucet within an hour at 6PM in the days right before Christmas, when we were hosting, and not having the sink faucet would have been very bad. So similarly, when my tank water heater failed, I called Arthur to get me quotes on a traditional and tankless system. I had been contemplating a tankless anyway, and Arthur helped me to make that decision because he told me MassSave offered a $800 rebate for the model I ended up going with, so my cost for the entire price went down about 22% with that rebate, and actually equates to about 50% of the system cost itself. He gave me all the instructions on the rebate and that is going smoothly. I give Arthur only a C on price because he originally quoted me $200 less on the entire job and then an inventory issue and an unexpected holdup on getting through my foundation (causing him to spend more time) ended up asking me for the full price he had originally promised $200 off of. Arthur said he'd drain the condensate right into the ground by piping it through the cellar floor. His rationale was that that would be one less thing to fail (a pump needs electricity and could just break down and stop working, causing a water backup). I hemmed and hawed about this and he said that if we had any issue with the drain, he'd come back and install the pump. Well we had an issue. The ground was just too hard. There was too much condensate to make it into the earth without backing up and so it flooded and made a little pool. Again, Arthur came back the very next day and put in the pump. He did not patch the hole in the floor, which he should have. I just fixed it myself and I did not care, but you should always check the work anyway. Arthur is very prompt and will get to you on short notice, and he did quality work as far as I can tell. His price is competitive for the industry and the only issues you may have is he is a tradesman, not working in an office, so he smokes on the job and has a sailor's language in many cases. If that stuff offends you, just steer clear of him while he's doing his thing. UPDATE: 3/23/13. It has been about 2 months since I had Arthur replace my old tank system. On 3/23 I had an electrician over to quote me on some basement finishing. He also flips homes aside from his electrical business. My point is, he sees a lot of plumbing and heating work, and when he saw my water heater he asked me who did it and I told him and this electrician remarked that he did a good job. I had already given Arthur an "A" on my review for quality, but I reconsidered my "price" grade of "C" in particular after this electrician's comments, so I upgraded Arthur to a B. The job was still more than he originally told me, due to problems I think he should have foreseen, but let's face it, you have to pay more to get more. And for $200 bucks, I'd rather be certain my water heater is not going to fail.
Description of Work: Arthur has been over to my place twice, and both times has done very fast, quality plumbing work, and has done it on very short notice. First he just replaced a faucet, and then he did my entire tankless water heater install.
