Matthew Howell of Moon Rebuilding and Contracting was contracted to replace windows in my unit on 10/12/13. The total for the windows was $2300.56. He requested half of the payment, $1150.28, for the windows stating that he did not bankroll other people's projects, when I signed the contract. He e-mailed me on 10/24/13 stating that the windows were in and could he grab a check from me for the other half, which I did. On October 28th he wrote and advised that Harvey had sent the wrong color windows and he would need to reorder. He stated it would take another two weeks for the windows to arrive. He advised he would let me know. We exchanged a couple of text messages; me asking if they were in and him replying he'd check. On October 19th, I texted and e-mails him and received no replies. Until this time he had been response. I attempted to call him on November 19th and the number had been disconnected. At this point, I knew something was terribly wrong. I e-mailed him from work and he wrote, "I may return your deposit, business is not going well. I will get back to you and let you know". I told him to return my money immediately to which he replied, "No cash right now. Will let you know". I told him if it was not returned, I would take steps to recover the money for my windows. He replied he would put them on his credit card. I no longer wanted him to do the work and suggested that he use a cash advance check on his credit card to return the money to me. I said that if he mailed it that day, a Wednesday, I should have it by Monday. He replied "Sounds good". I have not received my money back nor do I have any windows. They were never ordered. This contractor stole my money and used his license to steal from me.
