They were hired to do the elevation of my home. The elevation wasn't even the first time they did the work. They corrected it, but not even a day later, my wall started cracking. They never tried to fix it. He said "I'm not fixing anything". This caused the bricks on the outside of my home to start cracking and crumbling, and this is causing water to leak into my home. This also caused them to have to replace the awning for my patio. When repairing the awning, they forgot to put in screws back in the post. We had a storm shortly afterwords and it completely destroyed my awning due to them no putting the screws back into the post. We got in a heated exchage becasuse I was not happy with the work. He told me to "shut up" and threatend to harm us. I told them to get off my property. I immediately called the Roubion office, as I was on the phone, one of the crew workers ran to the back of my house and destroyed our electrical box. I called the BBB and filled a complaint. Roubion said they were not coming to finish the work until I removed the negative complaint. Once I removed the complaint they came back the next day and came up with more excuses why they cant do the work, including the the electrical they destroyed! This company has continuously lied to me and still what my money. Every time I have taken action against them, my husband and I have been threatened. I have paperwork from them where they have forged my signature! They also poured cement to repair my driveway and it was not level either. My home was beautiful before they came here, now its like a swimming pool because they have done everything incorrectly.
Description of Work: They were hired to elevate my home. They have received $110,000 of the job.

Response from Roubion Shoring & Construction
I am writing in response to Ms. [member name removed]’ complaint regarding the above referenced property. The project was put on hold by Roubion due to a dispute between Mr. and Mrs. [member name removed] and Roubion’s licensed electrician, the incident occurred on 10/30/2012. Mr. (Electrician) and his employees left the property on the date of the incident because they were physically threatened by Mr. [member name removed] during the dispute. The exact words from Mr. [member name removed] were: “there would be two dead bodies on the property” The conclusion of Mr. (Electrician’s) letter in the filed incident report is as follows: “I would not recommend anyone to engage in any sort of work with these people. They are verbally abusive and extremely disrespectful. No one should have to put up with that kind of abuse when trying to complete a job.”........ “After completing the amount of projects we have done, we have never come across anyone who shows a lack of respect like these two people have done to me and my workers.” Roubion employees and many of our subcontractors who have worked on this project have reported and documented similar incidents. We were met with resistance in each aspect of the project and have been forced to stop the progress of the job a few times because of conflicts with the homeowners. Roubion has made a continued effort to work with the homeowners to complete the project under this difficult situation until the most recent incident occurred. Roubion set up a meeting with Mr. and Mrs. [member name removed] and Roubion’s sales manager, Roubion’s project manager, Roubion’s master electrician, Roubions master plumber, one of Roubion’s subcontractors, a representative from the Louisiana State Board of Contractors, and a representative from the State Hazard Mitigation Grant program; in an attempt to reconcile any and all problems. The meeting was held on Friday, November 30, 2012, and at its conclusion, all parties agreed to work together to finish the project. Roubion wanted to finish the project with no further disruption. It was decided that for the job to proceed, Mrs. [member name removed] would provide Roubion with a list of items for completion. Mrs. [member name removed] faxed Roubion the list Monday, December 3, 2012. Roubion resumed work on the project and completed all items that Roubion was contractually obligated to perform. After completion of the listed items a certificate of occupancy was obtained, dated 2-6-13, many months passed while HMGP attempted to access the property to perform a finishing inspection and sign off on the job as 100% complete. The program made many failed attempts to meet with Mr. and Mrs. [member name removed]. In an attempt to close out, a follow up meeting was held on June 6, 2013. Two members from Roubion Construction, a representative from HMGP, and two representatives from the State of Louisiana Contracting board were also in attendance. During this meeting, Roubion explained to the homeowner and the representatives from HMGP and the State Contracting board, that we have completed our scope of work except for a final cleanup, which was completed after the said meeting. The HMGP representative also believed we had completed our contracted work. According to HMGP roubion passed finishing inspection and all work is complete in their eyes. At this point we are awaiting final payment from the funding source, HMGP, for the elevation job on the main house. This payment cannot be processed because Mr. and Mrs. [member name removed] have not met their contractual obligation with the FEMA, by providing proof of flood insurance. We are also awaiting payment from the homeowner for the “signed” addendum to elevate a completely separate structure; (an apartment in the rear of their property) this addendum is what Mrs. [member name removed] is declaring has a forged signature. Photos can be provided upon request. If we can assist in this matter further, please do not hesitate to contact our office. Roubion Construction Co. LLC

I asked Roubion shoring they give an estimate on a replacing multiple sills. They sent a salesman who did a cursory job inspected the property and said that he'd replace the sills and would follow with an estimate. I waited a long time for my estimate. It never came. Then, I called daily for about 3 days and the guy who did the job didn't return my calls. When I did get the estimate, it was generic. Not tailored to my problem but a general figure of a price per foot and a rough number of feet. It didn't say which sills would be replaced and which wouldn't. In summary Roubion wasted about 1.5 - 2 weeks of time on my project while I waiting for them. I had a terrible experience, and I would advise you to look elsewhere. I'd be happy to discuss this experience with any Roubion representative.

Roubion Shoring & Construction poured cement on the ground and put the piling on it. My house sank again. It was only about two years later that we started to notice cracks in the walls, and some of the windows weren't opening. I was very disappointed in them. They were supposed to send a copy of the work-up before they did the leveling and then the work-up afterwards showing that it was level, and we had never received it. We called to get that so that we could have a structural engineer come and check and see where the house was going down so that we would be able to tell the engineer that it was sinking over at this end, and he would know what to look at. We were under a guarantee, and this was only two years. He never would send it to us. He did come out and measured with a level over the door frames and that, which doesn't tell you the overall level. He told me "We'll have to break up the cement slab in the middle of your hall and dig out the mud." Because it was guaranteed through them. They were going to track all that mud through my house? I think Rubion was a ripoff. They had house shingles on top of the pilings. How is that going to hold up your house? The process took three months. They didn't cover the holes - there was one right by the front door so you had to be very careful for two months not to fall in the hole - they wouldn't even put plywood over it when they left. They broke our piping on Christmas Eve - two months in to the project - and they just left it. Didn't even call us to tell us, so we came home Christmas Eve to no water. We had to call our own plumber out to come and fix it, and they didn't even want to reimburse us any of that. They never showed up until 10 or 11 on a working day.

I called Roubion for an estimate about 2 1/2 years ago. This was for foundation repair and possible elevation. On the day they were supposed to show, right before the appointed time, a rep. called to say that the appointment was being postponed because it was looking like it was going to rain. There were rain clouds in the sky, but not enough to cancel an estimate appointment in my opinion, It never did rain. I was told the office would call to reschedule. That was the last I heard from Roubion.
Description of Work: No show, no reschedule for estimate.

After a misunderstanding about communication, the company redeemed it self by keeping in close touch with me about a new job to be performed in February. It is a bigger job, difficult because of the proximity of my neighbor's house, more expensive but they offered a breakdown of my payments which will help me a lot. I made the mistake to call the foreman directly, I should have dealt with the office staff.
Description of Work: I don't have any complaint about the job done : replacing a sill underneath the front of my house. Of course I can't really see the job done and nobody came afterwards to show me.

When we were approved to elevate our home with funds from the Hurricane Katrina Louisiana Road Home Project, we looked for a local company who had been in business for a long time. We had heard too many horror stories about grant-chasing companies that left consumers high and dry. We chose Roubion because of their history and their previous reputation, but it seems that they have become one of those grant-chasing companies after all. We have been treated horribly through the process. They failed to even file the proper permits with the authorities resulting in our loosing our natural gas service. In the middle of winter, this meant that we would have no central heat, hot water, or cooking appliances. Horrible! The work crews that were sent to our house consistently were made up of undocumented (illegal) workers who spoke no English. This was a huge problem when we needed to ask questions or state a concern. Not once, but twice, they nearly started a fire at our home due to their negligence. The job that was supposed to take six weeks to complete is now on week 12 with no end in sight. We were left with only a flimsy set of wooden stairs to gain any access to our home at all and twice, now, different work crews have come and torn them away leaving us no way in our out of our home. If there had been a fire, we could have all perished. We are a family of 5 with 3 children, the youngest being 3 months old. I would strongly advise everyone to stay away from this company. I have no idea how bad this job will be in the long run, but we will have to spend our own money to fix the things they've ruined with the free elevation grant.

Response from Roubion Shoring & Construction
Roubion Construction Company does not have a contract with the members. This complaint needs to be directed to the company that the members have a signed contract with, not Roubion Construction Company. Roubion Construction Company is not in a position to respond to this complaint in its entirety. It is however, unfortunate that the members are not satisfied with their overall project. Roubion Construction Company was subcontracted by a General Contractor for a very limited scope of work. The work consisted of: 1) digging 2) driving pilings, 3) lifting the house. All of this work was performed between November 9, 2012 and December 5, 2012. This breaks down to: (23 calendar days, 8 weekend days, 2 rain days, and the Thanksgiving Holiday); Roubion had a total number of 12 working days on the project. The management and initial permitting on this project is the sole responsibility of the homeowner’s General Contractor. The only permit necessary for Roubion Construction Company’s scope of work was a plumbing permit that was addressed without incident. Any questions, concerns, or complaints on this project should be forwarded to the homeowner’s General Contractor not Roubion Construction Company. Roubion Construction Company has been serving this community since 1868 and stands by its quality of work, backed by a lifetime foundation warranty.

I cannot in good conscience hire these people -- at any cost -- at this point in time, as they have exhibited zero attention to detail, complete unprofessional behavior and a total lack of customer service at any level whatsoever.
Description of Work: I first contacted Roubion in the beginning of December 2012. I had to wait until the 12th of December for someone to come out to inspect the job in order to prepare an estimate. It is now January 4, 2013, and I am STILL waiting for the estimate. Despite daily telephone calls for two weeks now, I have been and continue to be advised that my estimate is sitting on Justin Roubion's desk, who has yet to approve it. The worker who came out to the site and prepared the estimate does not return phone calls -- when a message can be left on his voice mail -- which is routinely full and not accepting anymore messages. The poor women who answer the phone at this place appear helpless and refuse to allow me to speak to anyone in charge; perhaps there is no one in charge. I cannot attest to the work they performed, because I'd have to be a moron to hire these people and then pay them for the abuse I've encountered (and am likely to experience) in merely seeking an estimate!

Response from Roubion Shoring & Construction
Roubion Construction Company Inc. (“RCC”) was contacted by Lemmi Do it Construction for an estimate to recommend a solution for a failed foundation at the property. The appointment was set for December 12, 2012, and later confirmed with a representative of Lemmi Do It Construction, the day prior the appointment. Although RCC showed up at the designated time, when a representative of RCC arrived at the said property, neither the contractor, Lemmi Do It Construction, nor the property owner, were present. We were met by a house guest who informed the RCC representative that the property owner was interested in an estimate because she was in the process of gathering information for a potential if not existing lawsuit with her neighbor to the rear of her property. The house guest also made it known that multiple contractors have worked on member's property, many of which were retained and later released. RCC does not know whether the house guest was reporting truthfully; RCC simply reports the comments provided to RCC by the house guest. RCC has a policy to charge a specific fee when a property owner is looking for an estimate for the sole purpose of litigation, which fee is reimbursable if the services of RCC are ultimately retained. RCC employees reported to their supervisor that interaction with member was not a pleasant experience, and RCC has a policy of not subjecting its employees to potential customers who act in an unpleasant manner. An estimate was performed but not released once we learned from the house guest of the pending or possible litigation. Given the circumstances, it was the decision of the RCC representative that it would be in the best interest of RCC to disengage from this project.

A Roubion representative met with Mr. Steven Hatley at 5007 Annunciation St. New Orleans 70115. An estimate was mailed and emailed to Mr. Hatley. After Mr. Hatley received the estimate, he informed Roubion Inc. that the work had already been completed on this house by another company. We have no record of any communication with Ms. Knaus. No work was done on the residence by Roubion Inc.

Description of Work: Roubion came out to my home to do and inspection on 3/12/12 said that they would email the estimate to me in about 2 or 3 days, I had already given my email to the office when I made the appointment, about 2 weeks later I called the office and advised that I had never recieved the estimate could they please send it. Another week went by no word or email. So this time my husband called and wanted to know why no one had responded with and estimate, they gave him the phone number of the inspector who is respondsible for sending the inspection estimates, he called and left a message and still no one called back. He then called the office again and said that he wanted to speak to the owner and have him explain why the did not want our business and if he is aware of the how his employee are conducting business, needless to say he has never heard from the owner or anyone at Roubion to this day and it is now 4/22/12 almost 6weeks later, if this is how they start off why would anyone want to trust them with something as important as lifting there home?

A Roubion representative did go out and evaluate the property on 3/12/12 and gave the homeowner a verbal estimate. A bid was prepared and thought to be sent out, once this came to our attention that the homeowner did not receive the bid, the home was visited on a second and third occasion with the other homeowner, as this is a 4 plex condo with different owners. A bid was sent out after these visits. Repeated efforts were made to contact her to apologize for her inconvenience with no response, she was not present at any of the following meetings.

The work was acceptable but the service was terrible. This company must have taken on much more than they can handle due to the money available through the HMGP program. I went with them because they were an established New orleans company I thought i could trust. The salesman talked a good game. The contract stated a different scope and the salesman never owned up to some of the things he said he would do. The job is supposed to be done in 4-6 weeks. 6-8 months is a more accurate estimate. Communication is non-existent. Workers do their tasks with little oversight so you can expect that it will have to be done mulitple times if you have anything unique about your property. I would suggest working penalty clauses into your contract for missed deadlines if at all possible. Otherwise, you wil be living in a construction site for a very long time. Friends have asked me if I can recommend this compnay but i have not been able to do so.

Response from Roubion Shoring & Construction
The project did extend longer than a normal elevation time frame. The delay was due to working with circumstances not under our control. Roubion worked with the homeowners' selected contractor simultaneously while they were removing and replacing the entire interior of the residence, due to Chinese drywall. Roubion tried to work with the contractor as they completed different stages of their side of the project. This circumstance absolutely did delay the project longer than usual.
