Mr. Kochera gave a bid for relocating the electrical service for our addition/ remodel...as well as a bid to do the electrical work for the addition project. I was very pleased with his ideas and recommendations for the project. He was friendly, and appeared very knowledgeable. His bids were very competitive. Not the highest not the lowest. We gave Mr. Kochera a 2 week notice that the framers would need the electrical moved, and timing was crucial due to the element of weather, and coordination with the power co. and inspectors, and our hope not to be out of our home over Christmas. Mr. Kochera failed to show on days that with good weather, then would show up on rainy days when the trench work was not suitable and said he could not work due to the conditions. On other days, he would not show up until late into the afternoon, and work until the late evening hours, a slight problem for a family with several small children. When it came down to the actual disconnect from power co. he did not show up for 2 days, after expressing disbelief that the power co. would actually be there on the day they stated. He said prior to the disconnect that he had about a days worth of work, to get ready for the hook up inspection after the power co. moved the pole. They disconnected and moved the pole and Mr. Kochera did not show up for 2 days due to illness. The 3rd day he arrived after 3 in the afternoon and was upset that he had to work by the light of our generator since it was December and darkness came around 5pm. When we expressed our concern over his tardiness and the fast approaching Christmas weekend, he began to place the blame on my husbands water filled trench,...that was dry for 2 days that he did not show up, then having to work in a slippery trench that we pumped for him, then on illness and on and on. At these time he was very irate refusing to work with my father who has been in contracting for over 30 years. By December 22. 3 weeks after the (4 day project) began Mr. Kochera after constant prodding said he was about ready for inspection. When asked if he had contacted the inspector he told me he had. Doubting his response I called the inspection office only to find they had not been contacted, and were leaving the next day for the holidays and would not be in until 2 days before the new year. I was told if he had called earlier in the week or even the previous day they would have had an inspector on call to come out and approve the reconnect. So our family and all our young children were forced to spend Christmas and Christmas Eve at a friends home. After all this Mr. Kochera continued to place the blame on us. 3 MONTHS after this event, when we were ready to do the addition electric we selected another contractor. When we informed him of this, he then sent a bill for additional costs, stating we had not paid him in full. Fortunately I had denoted FINAL payment on his last check, that he signed and deposited, in that he threatened to place a lean
