BUT- We built our home in June of 2008. We had an alarm system put in. We received a contract with Circle City Security Systems. They say that they have a contract with them that we returned, but did not sign. They started billing us even though we didn't sign the contract? One company installed the system and explained how to use the system. Circle City was supposed to be the company responsible for monitoring the system. We have been paying them $300 a year for a system that we have never used. I thought I was still paying for the equipment. I questioned them about the $300 last year and was informed that I have to pay because I have the equipment in my home. I called them several times this summer because I wanted to upgrade our system and have someone come out to explain how to use the alarm. I have talked to Mike, Brad, Billy, Holly, and Bill throughout all of the calls I have made to them. Today, they called looking for their $300. They informed me that they aren't even monitoring our system! They said that they have 1 occurance when I was attempting to set up the system that I pressed an emergency button. I just wanted to have them out to show me how to use the security system and find out that we don't have any actual signed contract with them. The owner, Bill, who I was speaking with actually hung up on me! He told me that I am an idiot for paying for something that I wasn't using. They still want us to pay and refuse to provide a refund for services that they haven't provided! The point of this is that over the last 4-5 years, they informed me that they don't have a signed contract and we are paying for a service that we are actually not getting! If our house caught fire, the house would have burned to the ground with no call to the fire department! Bill said that he has the contract, but there are no signatures authorizing them to bill us for the services! Bill was very disrespectful, argumentative, made comments about being too busy to deal with me, and even said that he doesn't care if we remain a customer with his company multiple times! We have been trying to get in contact with them and had been getting the run around until they called us today, finally. We are very disappointed about the unethical billing behavior exemplified by this company. They won't even tell us what type of coverage we are paying for with the contract that we haven't signed. I have NO records of any contract that we ever received from them. I have NO records of any paperwork that we have ever received from them.

Thank you for the opportunity to respond to the complaint filed by the [member name removed]. We try our best to make sure every customer is completely satisfied with our services and want to resolve this issue if possible. We do minimal advertising and work on the premise that customer referrals are the best way not only gain new customers but retain existing ones. It is true that when the [member name removed] built their home in 2008, another contractor was responsible for the installation and demonstration of the equipment in question. At the time of installation, Mars Security was responsible for billing its own customers as well as providing all service with the exception of the actual monitoring of the system. In September 2008, the [member name removed] contract was sole to us as Mars Security opted to get out of the alarm business to focus on home audio & video products. On September 18, 2008 a letter of explanation (see attached) along with a new agreement were mailed to the [member name removed] for their review and signature. WE never received their signed agreement. At that time we would have canceled their service but we did not. They were set up from Mars Security for annual billing and as stated in the letter, that frequency would not change unless they requested for such a changed. Our invoices also reflect a reminder for our customers to test in their system on a monthly basis. They have paid their invoices every year (with the exception of 2013 hence the past due balance call from Billie) in fact confirming they knew they were receiving services. In paying those invoices received over the past five years, it is also safe to say the [member name removed] should have seen our recommendation to test their system monthly to verify it was working properly. On June 28, 2011, the [member name removed] called our office requesting an alarm certificate to be faxed to their homeowner’s insurance company so that they may receive a discount on their premium. Insurance companies only give discounts to those with MONITORED systems. In reviewing their signal history (signals the alarm has sent us), they have in fact utilized their service. Residential systems typically are not programmed to send a signal every time the alarm is turned on and off. This is something that more often is typical for a commercial account. Therefore we would have no way of knowing if they were suing the system or not. On 11-15-10 at 14:06 we received a Telco line trouble condition (telephone line trouble), our alarm monitor called the homeowners and spoke with [member name removed]. He stated he would work on the issue and to put the system in test mode (this is how we disregard any signals) for the next six hours. On 4/8/11 we received a power failure on the alarm at 10:26. This time we spoke with [member name removed] of the condition and at 12:42 the system restored to normal. We had the same signals on 11-7-11 and 2-7-13. Both times, we reached one of the homeowners letting them know of the status. On 8-3-13 at 17:22 we received a burglary signal on the garage interior door. Our monitor called the location, spoke to Barbara who gave them her pass code. This is a verbal word or number to let our monitors know that everything is ok and that homeowners do not in fact need law enforcement assistance. [member name removed] stated that she was trying to use the system and set it off. It is obvious that the [member name removed] have been utilizing our services. In regards to us not returning phone calls received by the [member name removed], our service manager Josh called after receiving an email from Brad (one of our salesman) saying he had spoken with [member name removed] but apparently, what she wanted to do would be handled by our service department. Upon returning their call, Josh spoke with [member name removed] and when Josh told him the reason for his call (their request to update their system), [member name removed] responded with “I think he must have misunderstood.” (referring to the original call with Brad). So yes, we did return their calls. In reviewing the phone calls with [member name removed], we did not hear where Bill called [member name removed] stupid or an idiot. He did in fact hang up on her because she was yelling at him and he was having a hard time trying to explain to her his point of view. [member name removed] called the office the same afternoon and spoke with our office manager, Holly. She listened to his story of the previous call with Bill and upon reviewing the customer’s account explained that we were not the installer of the system (confirming it was installed by another company) but would be more than happy to send a technician out at no charge to check over the system and demo it should that be necessary. He stated the he would speak with his wife and call Holly back. When [member name removed] talked about not having service over the past five years, Holly also reiterated the note on the statements to test their system monthly and confirmed that signals stated previously in this document. She also used the analogy to think of our service as insurance. Nobody like to pay for insurance but when used, one is very happy to have it. Insurance companies to not refund premiums if you don’t use your insurance and we feel it is unrealistic for them to ask us to do the same especially when there is proof that they have been using our services.

While the system they presented did everything we wanted, we did not want a monitored contract type of system. This was an expectation up front, but we could not come to a mutual conclusion of system choice. So I went and bought my own system. They were fine, but I just chose not to tether myself to a 50/mo contract for three years or something like that.

Not helpful at all when I called, I wanted them to service a door access system and they would not even consider it unless it was their system and they installed it new. This is not an industry standard because I have had Stanley Secuirty SOlutions do this type of work for me in the past in another city.

Unfortunately we are not able to service every type of access system made. Lot's of installation companies install proprietary equipment so that they can be the only company to service the equipment. This is definitely an industry standard when it comes to Stanley Security Solutions as they typically only use proprietary equipment.

They were accessible. It was a little more expensive than I had thought, but I let my husband take care of it. It got done promptly and they were on time. The billing was a bit confusing, but it was straightened out. I was quite happy and they were understandable and did a good job. My mother is using them too, so it was a good recommendation.

We have had Circle City for many years for both our Downtown business building and for our Southside home. Overall, the service was excellent for the most part... however, lately the communication with the monitoring station has not been as good as it used to be. Recently, a coworker left the front door unlocked with the alarm on. Someone tried to enter through the front door of the business during the daytime and set the alarm off. We were out of town when we got the call, and when notified we asked to send the police to check it out. When the police left, they claimed they can not lock the unlocked door, and the alarm company claimed they could not turn the alarm back on. So, our building was left with the front door open and the alarm off in a high crime area. We dropped everything to hurry back to town to secure the building and reset the alarm. And, of course, we were charged by the city-county with a false alarm. I was surprised at the lack of interest on the part of the monitoring personnel over this. The first few years they were very responsive and helpful, but later the monitoring personnel were disinterested and unresponsive. Don't know if that has changed or not. Also, we have Guardian currently on another house, and they seem to have more control over the system, whereas Circle City claimed they were unable to do things the Guardian personnel do. But in fairness, we are paying more for a much more sophisticated system with Guardian. So overall, they were great... but nowadays, not so much, at least for the business side. And pricewise, they are very reasonable, and never have double billed us. Before Circle City and Guardian, we had a prominent national company that would constantly charge us for a past due bill that we had paid months before. And we would have to dig up a copy of the check and mail it to them to prove it was paid. This happened several times a year, so it was no "accident". Neither Circle City nor Guardian ever did that. They are both honest in their business dealings.
Description of Work: Alarm systems for our business building downtown and for our home. Circle City installed and monitored both until we recently sold our building. The service date listed is the actual date we notified the alarm company of the sale of the building. The service was actually installed in the downtown building around 2005.

I expected a discount for loyalty - didn't happen. I should've gone with ADT for the amount they charged me - $250. Later I was billed for $130 for installation. I contacted the office and said I was overcharged and that I had paid $250 already - she said the overrage I paid would be credited to the account and didn't explain why i was overcharged by the technician. The biggest issue is that we moved the same week the tech came out to do our install and I realized we were missing a very expensive box of collectibles that week. So either the box didn't make it with our move (which Two Guys and a Truck is responsible) or the box made it to the new house and the Circle City tech walked off with it. We can't prove either, and of course "nobody from either company remembers seeing this box." All we know is that we packed a clear, Rubbermaid tote full of very expensive 1970's action figures and we no longer have it at the new house, so someone is lying. Two Guys Moving or Circle City Alarm were the only ones who had access to our belongings.

They were great. A kind gentleman came to my home for an estimate. Our cat, who is found of strangers, did not bother him a bit (I was embarrassed). He went over, in great detail, suggestions for our home. It is exactly what we wanted and budgeted for. I felt as if I was sitting with an uncle and he was trying to get the best deal for us. They came to install alarms and all technicians were kind and careful. They forgot to bring fobs (apparently it wasn't on work order, honest mistake) so they gave them to us for free! A man walked me through the instructions and I found it very easy to use. It was tested so I could walk around property to hear it. We've had our alarm go off, our accident, and they were quick to respond. They refused to turn it off until I gave them the secret code, which is great and what one wants with an alarm company. We decided to go with this company because it is local, they are professional and genuine, and it's inexpensive. I've had no problems and have reached everyone quickly if I had a question or concern.

We just moved in this house and they changed the code on the alarm and did not tell us. My wife opened the garage door and the alarm went off. I called them and they finally had to send someone out to fix the alarm. While they were here and the alarm was going off they were trying to up sell me on their products.

The home the member moved into is a part of a condo community in which we protect several homes. Unfortunately, we did not know that the Members were using the system. The previous owner had canceled service and we changed the code to protect their privacy. Had we known the Pikes were using the system but did not want the monthly monitoring service, we could have changed the code to a number of their choosing therefor alleviating the need for a service and the inconvenience of the alarm going off unnecessarily. We apologize if they felt pressured by the technician to use our service but we do try to make sure all customers (existing and prospective) are aware of all of the products and services we offer so they can make an informed decision where it comes to protecting their homes, belongs and most importantly their families.

The company itself is fine but the service representative we dealt with kept telling us that the upgrade was going to be too expensive. We got in touch with the manager and resolved the problem. The work went on without a hitch. The system works fine and we are happy with the upgrade.

We had a problem with the alarm because of an addition to our home and the alarm would go off for no reason. They came out and fixed the problem and charged for the repair, but called them back and negotiated with them and they took off the charge.

CC has been our alarm company for 4 years. We had some problems a year ago but they fixed it and credited our account. They were very professional about the whole deal. Recently we had them install a sump pump alarm and were very happy with the install and the employee that came to do the work.

THE SALES REPRESENTATIVE CAME OUT AS EXPECTED, AND WAS VERY GOOD AT WHAT THEY DO. SPENT TWO HOURS LOOKING AROUND MAKING SUGGESTIONS WHERE THEY SHOULD PUT SENSORS. MY HOUSE WAS BROKEN INTO AND THEY RESPONDED QUICKLY TO COME OUT AND INSTALL THE NEW SYSTEM (NO SYSTEM WAS INSTALLED AS OF THIS REPORT) THEY GAVE ME TWO OPTIONS TO INSTALL THE SYSTEM; BUYING OR LEASING. IN THE COURSE OF GETTING USED TO THE ALARM, YOU ACCIDENTALLY SET IT OFF OCCASIONALLY, AND THEY ARE EXCEEDINGLY PROMPT IN RESPONDING TO THAT. THEY ALWAYS KNOW HOW TO CONTACT THE 911 DISPATCH ACCURATELY WITH PRONOUNCING STREETS, BEING LOCAL YOU KNOW YOU'RE DEALING WITH SOMEBODY IN YOUR AREA.

Both the sales rep and installer were on time and very polite. The sales representative was relatively new to the company and had to call in to get an answer to a couple of my questions. The installer seemed to be very experienced, cleaned up when he was done and was very pleasant. I received estimates from three other companies but choose Circle City because of their price and because of past experience with this local company at my prior home.

Customer service was very friendly on the phone. The installer was friendly, prompt and knowledgeable. Overall great experience. Much better price than the competition.

THE SERVICE PERSON WAS ON TIME AND VERY NICE. EXPLAINED EVERYTHING, TOOK TIME CHECKING EVERY PART OF OUR SYSTEM.

MIKE KNOWS HIS BUSINESS AND THERE IS NO SALES PITCH AT ALL. APPLE WAS COMPARABLE TO THE TWO OTHER BEST QUOTES I GOT, BUT WAS THE ONLY COMPANY TO OFFER $20/MONTH MONITORING WITH NO MINIMUM CONTRACT. IF YOU WANT SOME OF THE HARDWARE PLACED IN SPECIFIC LOCATIONS FOR YOUR DECOR, MAKE SURE TO TELL THE INSTALLER BEFORE HE STARTS. THEY LEFT NO MESS WHATSOEVER WHEN THEY WERE DONE.
