His name is Jerry Luciano. He comes off as being a semi-wise guy out of Chicago, but he is just a little parasite. He absolutely ruined the work that he did for us here. He claims to be a general contractor, specializing in gutters and siding. He said he could do the kitchen remodeling, get the house resided, build a garage, and all sorts of things. He never finished the electrical work, and the garage. Nothing he did passed the building inspection, I had to have other people come out here to finish and fix the electrics, and to finish the siding, because he had left half the side undone. The siding was stacked up, there was a bit of snow, and they got cold, so I dragged them into the garage, to keep the vinyl sidings out of the snow. He wanted $22,500 for everything. By the time he wanted his last payment, the siding was now in the garage, one house wasn’t finished, and the electrics hadn’t been passed. The painting on the dry wall in the garage wasn’t finished, the floor wasn’t sealed and insulated the way it was supposed to be, there was supposed to be a drop down staircase that was not installed. It was just a total mess, and I had to have all of that done later. Then there were cost over runs, he would say that the price of cement went up, or the price of two by fours went up, and other such things. This wound up costing another $10,000. I withheld $7,000 out of the original $22,500, and he thinks that I owe him $17,000, though he never filed a suit against me. A friend of mine said that there are over a hundred suits against him in the circuit court’s office in Woodstock. The quality of the work he did was good, other than the fact that the work wasn’t finished in the kitchen and the garage, it wasn’t the carpenter’s fault. Somebody else was supposed to finish the electric, and somebody else was supposed to finish the floor and so on. We had our vacation scheduled, so we went away to our time share for our anniversary. He said he would have it all done by the time we came home. When we came home, nothing was done, and they had built up a cornice like we had in the kitchen that I wanted them to tear down and leave open so that we could get more storage space. Nothing else was done. My mother in law was here for a week, and she was washing dishes in the bathroom. The old stove was still there, the old fridge was still there, but there wasn’t any water in the living room or in the kitchen. She had to go to the bathroom or the utility room to get water to make her tea and things like that. That was absolutely ridiculous.

Response from ALL PRO HOME IMPROVEMENT
In response to Member ‘s complaint, one must wonder why someone would wait eighteen years to make such a complaint. Member contracted with me to reside his home, remodel his kitchen and build a simple garage behind his home. We completed the siding on the house and remodeled the kitchen per the written contract. Member wanted changes made after work was completed, i.e., deleting soffit over the cabinets, adding electric service to the garage, and changing the garage from a simple gable roof to an elaborate gambrel roof, which substantially increased the costs of the project. We also completed erecting the garage. After it was complete, he insisted I build a staircase to the attic which was contrary to city code. At the time, the code only allowed a ladder or folding ladder to access garage attics. It came to my attention that he wanted to create an illegal apartment above the garage for his son so that his mother in law could live in the house, as she was financing the project. It is not my practice to build contrary to any city code, so a staircase was never installed. My refusal to install the staircase and Member’s refusal to make scheduled payments caused me to withdraw from the project before its completion. I never filed a lawsuit against Member because I withdrew from the project prior to its completion and we both considered the matter settled. In addition, Member colluded with my carpenter to breach our contract so that the carpenter could complete the project as a “side job” at a lower price. I suspect the “friend” in his complaint was, in fact, that carpenter attempting to undermine my efforts to further his own agenda. In response to his unsubstantiated claim alleging that I had over one hundred lawsuits filed against me at the time, in over forty-six years of business, I have only had four lawsuits filed against me, all except one of which was resolved in my favor. The only things that I have hundreds of are letters of referral and praise for my quality of work and outstanding service and professionalism. I am willing to share those letters of recommendation with Member if he so desires. I have been in business since 1965 and am confident in the quality of my work and in my professionalism. In fact, I am the only contractor to my knowledge that provides his customers with a lifetime warranty on workmanship that extends to subsequent owners of the property. The situation with Member was merely an attempt on his part to breach our contract and to build an unlawful attic apartment, which I was unwilling to do.
