Milligan Remodeling

We needed a deck for our large above ground pool. We had a specific deck in mind and even showed him a picture and told him "this is what we want" and asked him if he could build that exact deck. He told us no problem and wrote up a proposal. It was my first "contract" with anyone. Make sure you have an end date because he will drag it out for weeks. I was very pregnant and sick during the construction. When I noticed that the deck looked very different from what we agreed to, I brought it to his attention. He refused to change it without charging extra, so we are stuck with a deck that is not what we wanted. His reaction? Well it works like it is supposed to right? He was very rude. While we decided what to do with this deck that I hate to look at, we withheld the remaining $1500. He called us from the day he finished cussing and calling us horrible names. We always intended on paying him, we were just figuring out what to do because we paid over 5 thousand dollars for a deck that looks nothing like the deck we wanted. He filed a lien against our house only 30 days after he finished work. During that time we had paid a portion of the $1500. After we decided that we couldn't deal with his harassment anymore because we were days away from having a new baby, my husband just paid him the balance. He never told us that he even put a lien on our house. We didn't even find out about the lien until 2 years later. He had never went and removed the lien even after we paid him in full. The lien is days away from the 2 year limit, but he still refuses to remove it.
