.Work never started after 16 months of waiting.

R.J.Smith from National Restoration of Illinois came to the door. He said some roofs were damaged by hail on 5/22/11. As I understand it, this company only does work covered by insurance money. It was raining so he came back a week later and he & I went on the roof. He said he saw damage to my roof and has seen insurance companies pay on less damage. He asked me to call my insurance company to ask for a adjustor to come. He waited while I called as he wanted the claims number. He then wanted me to sign a "Contract Agreement" that says neither they nor I are obligated "Unless the homeowners insurance company approves replacement of ROOF." I said I would not sign until the insurance company says there is damage. He said to let him know when the adjustor would be here so he could be here also. The adjustor came a week later & so did R.J.Smith. I had damage and my insurance company said they will pay for a new roof. He gave me a address of a home they had just finished installing a new roof. The above information I have no problem with. Here starts my concern. The phone number on the contract he wanted me to sign was answered by Curtis Commercial. He told me they were a local company. The address on his business card is the UPS shipping store. They only have a mail box there so they can use the address. I asked him if the crew worked for National Restoration. He said yes. I then said they get W-2 at the end of the year not 1099 form. He didn't know but would ask his boss. Later when I asked again he said they were contract labor. Mr Smith said they only use Owens Corning shingleIs. I went to Owens Corning site and they have a list of preferred contractors. I used the zip code on their contract. Owens Corning listed 259 preferred contractors in a 100 mile radius and National Restoration was not listed. I could not find anything useful on the internet about National Restoration except they were hiring sale people with a $100,000 salary plus bonus. I went to the address he gave me where they had replaced the roof. I talked with the home owner. He said there were 10 guys on the roof working but no one spoke english. I looked at the workmanship & found a few problems. The starter row of shingles hung over the gutter apron 2-1/2". It should be 1/4" to3/8". The aluminum facia was bent & not re-nailed after removing the gutters. The new gutter over the garage was pushed up & bent the gutter apron so part of the gutter was on the wrong side of the apron. I decide not to use their services. I wanted a roofing company where the crew works for the company & is on Owens Corning list.
