Last friday, John Bielaga or John Belaga came to my home to give an estimate for Duct Cleaning. He first said the total would be over $900. He knocked the price down by over half to $430.00 I signed the contract and gave a deposit check for $70. He gave me a card with the company listed as "TriState D.U.C.S" (Duct, Upholstery, and Carpet Specialists). The contract showed the company as TriState Air. There was no physical address on the card or the contract. The card showed an Email of tristateducs@gmail.com. The Business phone was listed as 847-630-5560 on the card and the contract. the card also had phone #s for John 847-630-5560 and Tim 847-665-9553.I called John Belaga this morning to cancel the appointment . He asked me why. I told him that I checked the E.P.A. website which said that air ducts in homes don't necessarily ever need to be cleaned which was different from what he told me. He responded with very close to the following: "You screwed me out of a 2 hour appointment. This is why I don't" then he hung up on me.A while later, a young man driving and unmarked black van, showed up at my door. He said that he was with TriState and was in the neighborhood and that his boss Tim had asked him to stop by and see if he could check anything out for us even though we had canceled the appointment. I told him "no" and asked him to tell Tim that I would be canceling the check for the deposit.I did a search on: "Contract cancelaton in Illinois". I found that contracts of this type are required to have a 3 business day cancelation clause. There was no such clause on the contract provided to me by John Belaga. Our Home phone number is on the Do Not Call List. I believe that TriState Air or TriState D.U.C.S violated that with the cold call that came to our home to initiate the contact.
