Estimates were to be given for a brick paver pathway as well as building a closet and other small jobs. I don't know much about licensing in Illinois so when I asked him in person, he said he was licensed and had insurance to cover his workers. He offered to provide verification of this. I would have been ok with no license but the offer of one was reassuring. While the estimate for the paver path was given the rest of the estimate was taking close to a week. We emailed around this time but with a shortened list of jobs due to cost considerations and also asked for the license/insurance verification he offered. He emailed back that he had insurance and that was all that he needed by law in IL but he then turned down our job saying we needed a larger company. I wrote back apologizing if I had offended him and after doing some checking and agreed that to do any type of work contracting work large or small no license was needed. I told him I was learning about home maintenance issues and was happy to have learn about licensing from him and have him take the job. He responded back very abruptly and rudely saying he was not doing any contracting, only handy man work (in caps) and signed off. I don't know where the communication broke down in this process or what his irritation was. It does seem his mood is fluctuating and he would be difficult to work with. I am glad we didn't proceed with our projects with him.
