Signed a contract for work to be done in September, 2011, Work was to be done in five days, weather permitting. Never came the day he was supposed to, never called. About a week passed, he called to say his Mother was in a hospital in KY., so he would come when he could. Understandable, no problem. Finally came to start work, tore out sidewalk and replaced with new concrete. Came the next day to tear out forms, said he would be back on Monday. Did not see him again for many days. Finally came to stain and cut driveway, has health issues(heart), and leaves. Again, understandable. A week or two goes by, he brings a crew to work on drive. They get it stained, cut, and one coat of sealer applied. Too late in season to start anything else till spring. This story goes on like a novel. He comes in the spring, says mine will be the first job done. Not true. Restarts my job, leaves, works elsewhere, always tells me he will be here the next day. Sometimes true, mostly not. Many days he could have worked on and finished my job, but he didn't. Left a young girl to work at my job, alone, with no guidance. Had he stayed here working himself and supervising the job, I think the quality of the work done, would have earned an A, but that was not the case. Finally, the job is finished, It looks good enough for me to give it a strong B. His last statement to me was that he would be back on Monday to see if I wanted him to put another coat of sealer on the driveway. Of course, he did not come. As a person, I liked him a lot. As a business man, he was awful. I would never recommend him.

He has done work for some of my neighbors and myself, however, he never finishes the jobs. He wants payment up front but doesn't complete the work. He does very good designs but still hasn't finished the job he started a year ago. He broke some things and still hasn't come back to fix them. I would not recommend him or use him in the future.

In December of 2007, Mr. Phil Leach (owner/operator of Concrete Designs Inc.) installed concrete countertops at our residence (1707 Longden Ave., Bloomington, IL). Within 1 month, major cracks were found in our countertops. Mr. Leach observed the cracks and verified that the product he installed was indeed faulty/defective. Mr. Leach assured us that he would replace our defective countertops. After numerous phone messages with Mr. Leach, and finally a letter threatening to take him to court, he began in July 2008 to replace the expensive defective product that he installed in 2007. He did start the replacement of our countertops in July, however has failed to finish the replacement of our countertops. Currently, we only have half of our countertops replaced, while the other half is still defective and mismatched with the new product. It has been 6 weeks since we have heard from Mr. Leach about finishing the replacement of our defective countertops. We have decided that Mr. Leach's customer service is unacceptable and we are currently filing a civil lawsuit against him for a full refund. Mr. Leach has had since January of 2008 to replace our faulty countertops. Mr. Leach has been called numerous times, returning less than 1 out of 10 phone calls. The blatant disregard for correcting faulty products prior to starting new business ventures, the blatant disregard for returning phone calls to his clients, and overall the blatant disregard for finishing a job he started now nine months ago is unacceptable.
