UPDATE: Did not follow manufacturers and industry standards as far as jobsite examination, and surface preparation. (original thin set was not removed) Dissatisfied with the shoddy workmanship in the removal and installation of my tile floors leading to hollow sounding tiles (debonding of tiles) and lippage of tiles ( when one edge of a tile is higher than an adjacent tile) The conclusion of an licensed, independent building inspector was "the only way to fix this is, the new tile must be removed and replaced", which Elvin Ruko chose to ignore. Since Elvin Ruko chose to not replace the tile floors, which he admitted had an "installation issue" (hollow and lippage) or to compensate me the cost of this project $9097 so that I may hire a contractor of my choosing to redo my tile floors, I am prepared to take this further. Elvin Ruko says that I was "unfair, unreasonable, and trying to take advantage of his company". I disagree with his views and went into great detail in my original rebuttal. These facts were omitted as "member information removed". His accusations, innuendoes as well as total untruths were never substantiated.
Description of Work: Remove and replace floor tiles in the following rooms: living, dining, kitchen, utility, bath, hallway, 3 closets, bath, lanai and front porch , 1226 sq. ft. Also installed crown molding in the kitchen, dining and living rooms.and removed and replaced baseboard in above rooms at an additional expense (not in above figure). This is the first time I felt it necessary to write a negative review. This project started 2-25-16 and as yet has not been completed. On Feb. 1, Gina Ruko (one of the owners) came to my home in response to my phone call, asking for an estimate for floor tiling. I asked that the old thin set be removed and a crack in the slab be repaired (pointed and epoxy filled as recommended by my engineer. We were in agreement with me picking out the tile I wanted (12 in x 24 in) and also purchasing the thin set, grout, and grout maximizer needed for the project. Not knowing where to go, I asked Gina and she recommended Floor and Décor in Clearwater, and I did so. On Feb. 24, I moved to a motel with my dog. Gina said it would probably be 3 nights but it turned into 6 nights. The reason I went to a motel is all my large furniture from the above rooms were stored in my garage and the smaller pieces into the bedrooms. The stove, washer and dryer were also removed. The A/C vents were sealed and the light fixtures were wrapped in plastic. I had sealed all my kitchen and bathroom cabinets with blue painters tape to prevent dust from getting in. With no furniture, no stove and no access to prepare and eat and with all the dust and noise I didn't feel that I could possibly live there at this time. On Feb. 25 the Ruko workers started working on the floors, I stopped by the house twice a day (around 10:30 and 3:00) to see how things were going. The next day (26th) when I arrived the workers were already laying tile. I asked if the thin set was removed and the answer I got was "no, it's too hard to remove and it would make too much dust! I was also told " we can put the thin set over the old without a problem!" I asked if the crack was repaired and was told "they filled it with thin set and it will be ok, since they had done this other times!" I was not happy with either reply since I specifically addressed these issues with Gina. They had already been laying tile and I didn't know what to do. I am an elderly woman living alone, my family lives in New Jersey, so this situation caught me off guard and I didn't know how to handle it. Now I hear occasional popping and I believe it's the debonding of tile. This plus the hollow sounding tile and the lipage of tile (I will get to this later) will eventually lead to the cracking of tile and if not corrected now will be an added expense for me later on. The work was completed on 3-11. On 3-22 I spoke to Gina voicing my concern and dissatisfaction with the workmanship. She told me she and Tas, (her husband and owner of the business) will be out on 3-26 (Tas was to return from Albania). From 3-28 thru 4-2 I left many messages, however my calls were not returned. On 4-4 Tas came by to inspect the floor at my request. He walked in and said "what a beautiful floor" and I said, "yes, it's a beautiful floor but the workmanship is no good, too many mistakes. I had marked many tiles with blue tape, to point out the lipage between tiles (one tile higher than the adjoining tile, those with a hollow sound (like when you drop something and you hear a thud). This is how I found out I had a problem, then I tested all the tile. As a side note. I mentioned to Tas that it was extremely difficult for me to move furniture to vacuum and wash the floors. The furniture would get caught up on the higher tiles and would come to an abrupt halt. I then had to go from side to side lifting it over the hump. I explained to him that at my age this is not a possibility. Tas finally agreed to send workers out to fix SOME of the tile on 4-9. On 4-9 the same workers that originally installed the tile came to replace tile. All in all 13 tiles were replaced, however 4 hollow tiles were not. This is what the workers were instructed to do. The workers this time did not cover anything, did not wrap anything nor was anything moved. There was dust everywhere and it took me 4 days to dust and vacuum the house. On 4-25 I hired Jason M. Cantin, The flooring Guru. I explained the situation. He took measurements and compiled a report. Conclusion: The lippage is consistent with deficient installation, the tiles are installed out of level with each other, possibly contributed to by uneven substrate. The hollow tiles are consistent with inadequate setting material transfer indicated by hollow tiles near the edges and corners on 27% of the tile I tested. Cause: Consistent with deficient installation. On 5-10 I sent a certified letter to Tas and Gina stating: As you know, I have not been satisfied with the workmanship, installation, or repair of the tile floors in my home. I spoke to you on several occasions but to no avail. I therefore decided to hire a floor consultant to inspect the workmanship. Enclosed is a copy of his report. Please review and advise me to your intentions in the remedy of this situation within 10 business days. Thank you for your cooperation. Sincerely........... On 5-19 I received a call from Elvin Ruko, the son of Tas and Gina. He asked if he could come meet with me to discuss the flooring. I agreed and he arrived approx. 1:30 on 5-19. I inspected the flooring and said "I am not going to disagree with you, this was not done right. We will make it right and put down a new floor." I want you to be happy and I don't want any negative publicity." I asked "does that mean taking up the thin set , he said yes. both layers" I asked if that means getting down to a flat floor, he said yes." I asked when they would start, he said next month, I asked the first week he said no, probably the second week. I asked that he give me a weeks notice so that I may pack things. I also asked if he could be here to monitor the install. He said he could not since he has another job. I asked what . He said he is a deputy for the sheriffs office. On May 31, I left a message for Elvin, no reply. On June 1, I again left a message, again no reply. On June I2, I called again and left a message, and again no reply. So today, 6-16-16, I decided I would contact Angie's List for help. I have documentation if needed. I truly hope you can help me. Thank you.
