Specifically asked to replace two ballasts and showed him that they didn't light. Told me that one was working and didn't need to be replaced. Sure enough, it worked, when he showed me at end of visit. Didn't work later. Had him come back out to replace ballast and it has been working ever since. Still not sure he didn't double bill me.
