Worst contractor ever!!!!! the roof collecting water and is leaking, stay away from this guy!!!!

Radu was great. Everything went as expected.

Radu Uceanu is the President and owner of the company. He has been independantly contracting for the last three years. Prior to that he worked for over 20 years with several of the major contractors in the south Florida area. It is a small company that hires professional job crews that speciallize in each phase of the work. Radu works right along side the crews and personally supervises all activities. I found him responsive, professional and amazingly honest and trustworthy. He keeps his word! The bid price was well withing the market for such a job. Because of his size, his major issue is cash flow. I would recommend that any individual desiring to hire the services of Spartan Shield pay for all materila invoices directly from the supplier. I did this and kept track of the invoices with a simple spreadsheet. I also paid the crews directly at the price specified by Radu. This allowed me to know exaclty where the job stood at any point in time vs. the agreed price and I had no worries relative to possible leans or claims against materials. I also hired an independant engineer to perform inspenctions at each critical phase of the work. Removal-wood replacement, Dry in, Mop in and tiling. It was an extra expense ($1,200), but it gave me added confidence. The engineer Gave the job a top rating. Radu was extraordinary because he kept his word and performed to the letter of the contract. This is something I have rarely found in South Florida. Notheless, I recommend that both parties go over the contract in detail and specify in writing what they expect from each other.
