Description of Work: Robert gave me an estimate after I gave him a deposit of $1350.00 on 4/3/13. I then signed the contract for $40,530 on 4/27/13 and gave him an additional deposit of $1350.00 to finalize drawings and apply for permits. The first week of June I met him to see why he hadn't started. He told me he could not execute the contract because he felt he underbid it due to his inexperience with this type of foundation work. I asked what would he need to change if I were to renegotiate the contract. He raised the quote 20%. I declined to renegotiate. He then failed to execute. I formally told him I would release him from the contract if he refunded the only second half of my deposit, since he did not finalize drawings nor apply for permits. He did nothing to use the second half of my deposit. He formally refused and kept the entire deposit.
