Contractor (Ridgeline Roofing LLC) began work on the Lake Pagosa Townhomes roof April 12, 2010. Contractor assured the manager of the Lake Pagosa Townhomes Association (Gloria Shumaker) that once the work began they would continue to work on the 6-unit townhomes until the re-roofing job was complete. Prior to awarding the contract, the contractor was informed that (for various reasons) the roofing job must be completed by May 31, 2010; contractor guaranteed the Association that work would be completed on time. Once the contract was awarded, the contractor began removing some existing roof metal and flashing; however the exposed roof was not covered properly and there were serious leaks inside the townhomes; the contractor was advised of these leaks and informed of the fact that these were the first leaks that had ever occurred at the townhomes. It should be noted that money for all roof material (roof metal, screws, underlayment, etc) was paid to the contractor at the time the contract was awarded. This was done to insure that the roof would be covered properly and that no delays (due to a lack of materials) would occur. Contractor was paid $21,064.00 or 84% of the total contract amount as agreed to in the signed contract. There was some weather delays due to rain, however there were many good days where work should have been done on roof; the contractor did not show up. Repeated requests to have Ridgeline complete the work were made for about a month (email messages were sent and voicemail messages were left); the contractor did not reply. Work did resume intermittently during June and July 2010; workers that did show up only worked partial days because they did not have sufficient material with which to work. This problem continued throughout the summer months. This should not have been a problem because the Association paid Ridgeline Roofing sufficient funds to purchase all necessary roof material at the time the contract was awarded. Contractor was notified that there was going to be an Annual Owners Meeting on September 4, 2010 and the roof needed to be completed by that time. Contractor was further notified that if the job was not completed by September 4, 2010, the owners would decide on whether it would be necessary to get legal advice; owners decided to hire a ?construction manager? to oversee the balance of the project. Michael Carroll was hired to oversee the project and the contractor was notified. Contractor was informed that Mr. Carroll would be the contact person to help bring the project to completion; the contractor was contacted by Mr. Carroll. However, the contractor continued to show up only intermittently and the workers continued to have problems with a shortage of material with which to work. In October 2010 (more than 6 months after Ridgeline Roofing commenced work under the contract), the Association hired legal counsel and on October 13, 2010 the contract with Mr. Fred Feirn and Ridgeline Roofing was terminated. This action was taken because: (1) the work Ridgeline performed contained documented construction defects including numerous instances of roof leaks, (2) Ridgeline Roofing failed to complete the work in a timely manner as agreed to in the signed contract, (3) there was a lack of cooperation between the contractor and Mr. Carroll, (4) a 6-month building permit was set to expire, and (5) Ridgeline Roofing would not provide its insurance information to the Association despite numerous requests. Following termination of the contract, the Association hired a certified and independent roofing inspector (David Armstrong) to thoroughly inspect the roof and workmanship. A 26 page report was received from Mr. Armstrong detailing substantial problems with the metal roof installation which was only partially completed at the time of the inspection (11-18-2010). Based on our experience and the information provided by a well-respected and independent roofing inspector, (1) the work performed by Ridgeline Roofing was of inferior quality and contained documented construction defects and, (2) the work could not be completed in a timely manner. We would strongly advise against using Ridgeline Roofing for any metal roofing job.
