Accord Property Management took over the HOA of my property (townhome structure) this spring. For the previous eight years I've lived here, another HOA was in charge. During those eight years, the other HOA reps were most accommodating when it came to sprinkler time settings. My bedroom wall (end unit) adjoins the water mechanism outside that turns on and shuts off the sprinklers. When the system goes on and off, it creates a cranking noise in the wall, which I don't mind--unless it occurs in the middle of the night and awakens me. The previous HOA would set the timer each summer to go off in the late evening so that I wouldn't be awakened (it's impossible to sleep through the noise). However, Accord Property Management has shown total disregard to having the timer go off at 5 AM, twice a week. After finally falling back asleep, I am awakened AGAIN at around 6 AM when the system shuts off. The property manager has failed to answer questions (e-mail correspondence) I've had about this situation, which left me no choice but to contact the lawn care provider to acquire information about water usage and "lawn disease." My tone with them was very professional, and the lawn care rep told me he'd contact AMP's property manager to "find a resolution." Important Points: In the past eight years, there has NEVER been an issue with cost effectiveness of the previous settings of 9 PM, and there has NEVER been any lawn disease as a result of this late evening watering. The lawn care rep indeed told me that the "best time" to water is late in the evening. Our phone call concluded with my kindly asking him about the possibility of switching the wee-hours watering with late evening watering. He said he'd need to get permission from the property manager. That's when he said, "I'll call him and try to "find a resolution." Next thing I know, the property manager sends me an e-mail scolding me for calling the lawn care provider (the HOA rules/regs do NOT prohibit this), and accusing me of issuing a "maintenance request" and "work order." He also accused me of contacting them "several times," even though I called them twice, and that second call was an agreed-upon follow-up call to let the lawn rep know if the sprinklers were ALSO coming on in the evening, because the rep had asked me if the sprinklers were coming on in the evening in addition to 5 AM. I didn't know so I said, "I'll see tonight, then call you tomorrow and let you know." He agreed with this plan. My HOA monthly fee of $217 includes payment to the lawn care company; thus, I was not out of line for calling them to simply acquire information that AMP's property manager would not give me. In summary, my sleep is being disrupted by a service that, for the prior eight years that I've been here, was administered in the evening WITHOUT any adverse consequences. AMP's property manager has failed to work with me on this, and has failed to present to me any evidence that there'd be a negative outcome if the sprinkler times were set to where they've always been for the past eight years: a precedent that has proven to work quite well. To anyone seeking an HOA management company, I would strongly urge you to look anywhere BUT Accord Property Management.
Description of Work: The provider is an HOA management company, so a few of the fields don't quite apply. AMP contradicted their service statement that they sent out to all homeowners, which states: "...whose mission is to improve the quality of life and preserve the value of investment for each homeowner," and "to provide an unparalleled level of customer service." They've done neither.
