After responding to a a pre-recorded message stating that a government/smud funded non profit company could help me with HVAC and window replacement, I met with an "Energy Retention Specialist" representing the "Home Efficiency Program" in my home. He claimed that his company, through government and smud "cash incentives", could offer me HVAC and window replacement at lowered cost. He inspected my HVAC, measured my windows and gave me two bids... Long story short, the numbers just did not add up... Even with the $5,000 off the windows, and $4,000 off the HVAC that he claimed to give, his bids were actually about 10% higher than other bids I had recently gotten on each. More specifically, I received a bid from a local company (that is actually pricier than, say, Home Depot) on the exact same Milgard Tuscany wiindows, options and installation that he offered, but for $1300 less than his quote. He claimed I was getting $5,000 off! I then called him to bring this to his attention, and he responded that when I'm ready to buy, I should call him and possibly he could apply for more funding to match that other bid. Yeah, right. I don't claim to know what kind of company this is, nor do I plan to find out. None of it adds up to me.

Description of Work: Doubled a bid I got from another contractor, did not itemize materials and labor in the bid, asked for a signature multiple times without having all of my concerns answered, did not provide samples of the windows for examination.
