Let Horizon Properties Manage For You! Janet S. Regan is a licensed real estate Broker who has been managing properties since 1978. Having worked for three different property management companies before starting Horizon Properties, Janet always felt things could have been done better. Her husband always said she would do it right “down the horizon, when she had her own company.” And so she founded Horizon Properties in 1988 with a passion for customer service and has grown the company slowly and consistently every year since. Janet is a charter member of the Sacramento chapter of NARPM (National Association of Residential Property Managers) and has served in many capacities on the Board of Directors through the years. While she served as President for two separate years she provided free education for the members of the Sacramento chapter and encouraged the members to contribute time and funds to Habitat for Humanity. Janet holds her Master Property Manager designation (MPM) with NARPM, something very few property managers can claim. In addition to NARPM, Janet has served on committees for Commissioner Davi’s Trust Fund Task Force for the California Department of Real Estate in 2006 and 2010 and on the City of Sacramento’s Stakeholder’s Board for the RHIP (Rental Housing Inspection Program) in 2009. With a full-time staff of 14 and two part-time, Horizon Properties is devoted to giving each property we manage our maximum attention! MAINTENANCE What does Horizon Properties do to keep maintenance costs under control? • We only work with licensed and insured independent contractors. • Your approval is required on all repairs where the estimate is in excess of the limit you set. • Tenants are held responsible for damages they cause. • Emergency maintenance calls are handled by an employee of Horizon Properties 24-hours a day, seven days a week. • Our online Tenant Support page provides maintenances instructions and recommendations to help tenants maintain your property. • Many situations are resolved by troubleshooting over the telephone without ever having to involve a contractor. INSPECTIONS We drive-by to inspect our properties quarterly. A written and photographic record of the property is created at each interior/exterior inspection. We perform a general interior/exterior inspection: • When we take over management • When tenants move in or out • Six months after a new tenant moves in • At least annually thereafter All inspections are included in our standard service at no additional cost. If a problem is found we take correction action ASAP to prevent it from escalating. Inconvenience at its finest. They charge a $10 fee to pay rent online…. but driving fourteen miles to pay rent is completely free. The unit at Del Verde square is old and appliances are 25+ years old. Front exit gate is always broken/inoperable because codes are always changing. There is no maintenance or manager on site. As far as the unit goes, Windows aren’t sealed or weatherstripped properly. Air leaks in and out of the unit due to non winterization of property. Heating and a/c unit doesn’t work properly causing SMUD to charge astronomical rates. Do not house a baby or any elders here. They will be extremely uncomfortable. Don’t be fooled by the cheap rent. It is too good to be true. They are slow to fix maintenance issues but very prompt about rent. These slumlords only concern is getting an good return on their investment even if that means putting you and your children out in the cold. I would stay far away from horizon properties. But If you are interested in moving here please read over the reviews and read the lease twice. once by yourself and again with someone else you trust for better understanding because they will move you into a hole in the wall. ALSO ask to view the property in person. If the answer is No due to covid, or some other lame excuse, then that sums it up right about there.

I see that you were the tenant at a unit at 250 Del Verde Circle and that we started an eviction against you. For the record, paying rent online is always FREE with a checking account. You may also pay your rent in cash at CVS, 7-Eleven and Walgreens. We only manage one unit in this complex. The HOA oversees maintaining the gate and exteriors of the buildings and we have no control over their repairs. This is not an apartment complex and there is no on-site manager or maintenance staff. All the units are individually owned. Lastly, I have confirmed that the HVAC system was fixed and that the vendor noted the system was working well.

I don't care for them. Nothing stands out positive and it was not good. They don't seem to be coordinated, you don't know who to call and they don't follow up. I would not recommend them to be a property manager. I'm trying to discontinue their service now.

Managing for you since July 2013 and still managing for you to this day, I can say that we have made significant changes in our procedures based on feedback like this. One example is the CONTACT US page on our web site. Every employee and their function and telephone extension is listed there to make it easy for everyone to know who to contact when they have a problem or a need. Another is that we now send a courtesy email informing clients EVERY TIME there is maintenance being done at their property even when it is below their designated limit. They got my property ready for rental and did an excellent job showing the property and finding an excellent tenant. I switched to Horizon from another agent and there is no comparison. they are currently managing my rental. My prior agent could not rent my property for 6 months after renovations. After I switched to Horizon they were able to rent the property within three weeks.
Description of Work: Horizon offers excellent management service for properties, mostly single family rentals. They charge $100 per month for this service.

We have had problems getting repairs done at the home we rent, for over a year now. Some I consider serious. We have to tape over a light switch to prevent accidentally turning it on as there is a short in the light. It was supposedly "fixed" by a handyman sent to repair a minor plumbing problem over a year ago. The "repair" lasted less than a week before blowing another light bulb. The problem was again reported about year ago during the yearly inspection by Horizon. Also not repaired is a shower surround coming unglued from the wall, and within the past month we have another electrical short in the dishwasher. A repair person came around and told us it would be reported to Horizon and if we needed to we could use the dishwasher and turn it off before the dry cycle came on (the short is in the switch for air dry). We have had no communication regarding actual repair/replacement of the dishwasher from Horizon to date. We have not had very good results in communicating with Horizon. I will echo the reviewer who gave them an "F" in that regard. Sometimes we have to send multiple emails to know that our concerns have at least reached them. As the other reviewer mentioned, changing our situation would require an expensive move, and a long search to find a suitable rental. Unfortunately it seems this property manager is not interested in helping tenants.
Description of Work: Horizon provides property management services for the rental we occupy at $1300/month. We are not pleased with the "service" provided.

This firm's staff is unable to follow directions with any consistency. Their communications are often incomplete and confusing. No one is on the same page. They move slowly as a rule and are unable to grasp the nuances of property management. They cannot relate to renters, nor do they care to. Their grasp of their own technology is limited. Horizon staff are good at making excuses and believe that such excuses are a viable solution for managing tenants. We had to draw really tight boundaries around the staff to ensure that they respected our requests for timely assistance. We had to document everything as a CYA. Too bad for all the renters that must depend on companies like this. Too bad that so many people are stuck dealing with PM companies that only work for the owners, leaving the tenants unprotected. The only solution is an expensive move and\or buying a home. Do not give your business to this company unless you want to spend hours correcting their mistakes and untangling their poor communications.

Everything is going great so far and is on-going. I will provide another report in 12 months as to how our property continues to be taken care of. The cost of $100 is per month for the management services along with a one time (first month rented) fee of half the rent.
Description of Work: This is a property management company. We contacted three property management companies and out of the three the only one that would change their schedule and meet with us on a Saturday (so my husband could be there) was Horizon. We interviewed Janet about her company and she was very professional and answered all of our questions. We then hired them. Just before our move out Vicky came by and went over the contracts with us and solidified all the arrangements. She also gave us a price range for rent after going through the home. It was then that we gave a deposit for maintenance and all our forwarding information. It wasn't to soon after that, that our home was rented for the price we wanted. They did a good job of keeping us informed on potential applicants to ensure the best fit. We have now been with Horizon for about a month and a half. They continue to keep us informed either by e-mail or phone. We just received our first financial statement from them and it is very thorough and easy to understand. With all advertising and deposit receipts accountable. We would highly recommend them because so far they truly live up to their motto of "Taking care of your property as though it were our own."
