Smart Energy Solar

They never provided a contract for me to agree to or sign. Everything was verbal over the phone. All I got in writing was a sales proposal from the company after they forced me to sign with Dividend. The salesman connected me with Dividend Solar for a loan for almost $20,000. Dividend had me sign an iron-clad contract which states that they have no responsibility and that I must "maintain the panels in good working order", and that the panels belong to them now as collateral. So now Dividend gave all the money to Smart Energy, I must pay the loan for years to come, buy insurance to cover the cost of the panels, and pay an additional $20,000 plus expenses to Dividend should anything happens to the panels. So I, an elderly minimum wage earner will be out $40,000+ for these panels which are not running. Now Smart Energy will not return my phone calls or emails. They claim they made an application for PG&E to get them working. I called PG&E Fri.,Oct 13, and was told no application of any kind has been submitted for my address. I called the salesman. They have not paid him his sales commission even though they have all that money from Dividend loan. I called that man who installed the panels. He said they let him go because business was slow. Dividend's contract states that even though the panels are their collateral now, Smart Energy is the only one I can ask about the panels. I looked at the BBB(Better Business Bureau) website yesterday. It states that Smart Energy has an "F" rating, is not accredited with BBB but claims on their webpage that they are. The BBB asked them to remove their claim that they are accredited but they have not answered and have not complied. It is my opinion that they deceive the salespeople, who in turn, pass the deceit on to the customer: that they are a legal company but operate as scammers who abuse the elderly, take the money for themselves, leaving the salesperson and the customer with debt, useless equipment that does nothing. They get sales reps to sign up friends and family, who, in good faith take the word of the rep without checking the company. I am very worried, I almost passed out this morning from the stress.
