The photos tell the tale of the transformation of my 2 bedroom 1 bath condo into a model unit. Both the kitchen and bath needed significant work done and working with Richard was really perfect. His dedication to his craft, professionalism and quality of work exceeded my expectations. At our first meeting I discussed what I was thinking and he provided estimate a few days later. Granite for the countertops in kitchen. New hardware for drawers. New sink and faucet. Bathroom needed everything torn out and start over. New vanity. New tile floor. Tile shower. The whole condo needed new paint and other touches. His workers who did the demo and painting were great hard workers and did well. The new ceiling fans are installed and working perfectly. New light fixtures are installed. I was in touch with Richard daily. Every time we could talk about what was being done, any obstacles he was encountering and what his schedule was. The final results are a condo that looks totally transformed. I've always felt the difference between 4 stars and 5 stars are presentation and attention to detail. A four star hotel is already excellent. But 5 stars means those little thing are taken care of. Richard is five stars. The new baseboards are beautiful. The backsplash in the kitchen is beautiful and the grouting is perfect. The shower tiles are also beautiful and the accent tile and shelf add a wonderful touch. Believe me when I say this is the guy you want to talk to about your remodeling job.

RDH did an excellent job with our kitchen remodel. They installed our new cabinets and they did such an exceptional job. They stayed true to their quote and they were on time every day. They were done in the timeframe they gave us in the quote. Rich and his coworker were very courteous and professional. They always provided updates as to what they would be doing next. We were extremely pleased with their service considering the horror stories we have heard of others going through a kitchen remodel with other contractors. I would highly recommend this company and would hire them again for any future remodeling we need on our home.

I know this is long but I guarantee you will receive pertinent information and knowledge about Richard Hopkins, owner of RDH Construction, horrible contractor’s license history and how to protect yourself against Richard and any other contractor you may hire and how you will be treated in the court system and what you need to do and have if you have to go to court. I have never had such a major job done to any of my repo homes I purchased, I was able to do a lot of the work myself. I had a major leak that did major damage in this home and I certainly was not completely educated even after doing research. If anyone has any questions regarding this posting or wants to see all my pictures and documentation regarding the mess Richard made of my house, you can contact me at cacowgirl at prodigy dot net and put Richard Hopkins in the reason field. Also, when you are researching Richard Hopkins, ask yourself this question: Richard’s license was effective in 1990, you will not find one review on him until mine, in 2019, which was after my small claims court date. 29 years and no reviews, WHY??? Now he has a couple of people who posted but not until after mine. I am working on updating ALL 4 of my reviews BBB, Superpages, Angie’s List and Buildzoom on Richard Hopkins, owner of RDH Construction in Citrus Heights, CA. When I first researched Richard Hopkins on the California State Licensing Board for contractors I did not realize I had to go hunting for Richard’s FULL report, I just found the full report on 04 20 2019 with the help of another contractor; I am going to give you the FULL REPORT so what happened to me does not happen to you. I found out Richard does not carry workman’s comp for anyone that works for him, TOTALLY AGAINST THE LAW WITH A HEFTY FINE, and Richard had his son working for him in my home. When I told Judge Weinberg this information he blew it off by saying my homeowners insurance will cover it. First of all, why should my homeowner’s insurance be expected to pay?? They will raise my rates. Next, let me tell you the ramifications of Richard not carrying workman’s comp on his employees. We all know that insurance companies work at getting out of paying for anything. Most likely your homeowners will not cover anyone’s injuries when their employer does not have workman’s comp insurance on their employees. Your insurance company will tell you it is your responsibility to make sure everyone is covered by workman’s comp by asking for proof of policy. If Richards son got injured in my home, working under the table for a company that does not carry workman’s comp insurance on its employees and my homeowners denies the claim, Richards son could sue me personally to cover his injuries and I would be destroyed since I am disabled and on SSD. Richard was issued his license in 02 07 1990 and a little over a year later Richard had a complaint filed against him. The citation number is 3 1991 002439 where his license was suspended on 09 03 1993 and was reissued on 07 16 2015, that is 22 years later. Richard was in violation of 7107 Business and Professions Abandonment without legal excuse of any construction project AND violation 7113 Exceeded contract amount. Which is two things Richard did to me. Contractors have to carry one bond, Richard has to carry the standard bond AND A DISCIPLINARY BOND. A DISCIPLINARY BOND is a required bond for a contractor following suspension or revocation to get their license reinstated. It is used by the CSLB as an additional punishment to the contractor to help protect the consumer a little more than just having a standard bond, this did not stop Richard when he started my job in November of 2016 and walked off my job on 2 3 2017 being paid in full, leaving several incomplete jobs and incomplete dangerous electrical work. Usually cited contractors have to pay additional fines to the CSLB and serve some kind of time span before being allowed to apply to be a contractor again and according to CSLB dates, Richard had to wait 22 years. After I had made my 4 review postings, Richard states he contacted all of the above sites to have my reviews taken down. Buildzoom was the only site out of the 4 above who contacted me with the email Richard sent, threatening them with legal action if they did not take down my post. Buildzoom took down my review and ALSO requested my documentation. To make a long story short, after reviewing my documentation Buildzoom reposted my review along with the warning to double check Richard’s license status with the license board. I saved you that headache of searching for the full report because it was not easy to find. Buildzoom ALSO RATED RICHARD HOPKINS stating he is in the 30%tile range out of 336,931 contractors in California. Richard now states during those years he was not a contractor he worked as a foreman; IF you use him, have him provide some documentation of his work experience for 22 years AND try to contact these employers just to confirm Richard had 22 years of construction experience because what he did to my house is not indicative of a whole lot of experience, especially the dangerous electrical installation of the over the stove microwave, pinching and bending the cord in half and not completing the electrical outlet installation which was deemed dangerous by a licensed electrician and another electrical outlet was deemed dangerous by the city inspector and the inspection did not pass. Richard told me I could use my microwave and the other electrical outlet for my counter top oven, and I did so for 8 weeks before finding out they were dangerous which increased the risk of me having an electrical house fire. I have many suggestions when using Richard Hopkins. My first suggestion is contacting the California State Licensing Board and ask them how you can get the brochure Contracting for Success, A Contractor’s Guide to Home Improvement Contracts. When I physically turned in my complaint to CSLB they gave me this brochure which is intended for the contractors but really needs to be available to the consumer, too. Richard broke laws and did not provide a proper legal contract to me, one example is Richard did not put a completion date on the contract and when he walked off the job he said, “There is no completion date on your contract and I can take as long as I want to finish your job.” My second suggestion, have family or friends there to be an advocate for you, especially if you are a single female like me, to go over your contract with you and to stand up with you when dealing with Richard because he yelled at me several times. My contract was for $14,400 and I did not check Richards numbers until much later and found he added in an extra $1,500 worth of requested payments making the amount he was asking for come to $15,900. Make a list of everything you want done and check the contract with your advocate to make sure everything is on the contract and the contract meets the standards in the above brochure. I missed the fact that one thing I wanted was not on the contract and Richard indicated all thru the process he was going to do that installation. Also, Richard was requesting checks before tasks were even started, Richard asked for the money for the cabinet installation before the cabinets were even delivered and that is against the law per the above brochure. You really need cameras to be everywhere to capture every moment and every conversation with Richard and his work, again the contractors brochure showed me Richard did many things wrong. Richard also told me he took pictures of my house, I never gave him permission to take pictures of my house. Plus, if you go to court and you do not have a video of Richard the judge will say, Where is your proof. Just because you say something happened, these judges will not believe you. I even gave Judge Lapham over 75 pictures and all kinds of my written documentation, a report and description of paid repairs from a licensed electrician, city inspector report that did not pass, general contractors description of repairs with payment, licensed tile contractor with description of repairs around the door jams and install the bathroom tile Richard refused to complete on his contract and payment, a handy mans description of repairs with payment and Home Depot sent over a flooring person to write up a report documenting the unlevel tile in the living room and dining room. All of the above was not even taken into consideration by Judge Lapham. You need every second of video documentation when dealing with Richard, dot every I and cross every T. AND IF YOU END UP IN COURT, hire a court reporter because these proceedings are not recorded in any way so you have no proof if lies are being told and you have no recourse. Every day, at the end of Richards workday, do a video interview with Richard to document what he did and what is NOT COMPLETED. Richard does not complete one task before going on to the next, he left many incomplete tasks and tasks done wrong…Richard installed the wrong dimmer switch causing lights to flicker, Richard did not complete the crown molding and damaged it to the point I had to buy new crown molding, Richard did not caulk inside window, Richard chipped the kitchen tile-left the cut end of the bull nose unfinished-left the toe kick end unfinished telling me to buy a sharpie and color them, Richard did not put the transition strip in-he doesn’t do that, Richard did not complete the installation of the kitchen water shut off valve under my sink causing it to leak (I researched this on YouTube), Richard did not complete grouting 5 ft of back splash, the garbage disposal sounded like it had rocks in it, Richard installed the kitchen faucet wrong-had the very hot water in the center, refused to fix it and told me to turn down the water heater, when Richard ordered the cabinets he did not ask me how I wanted the cabinet doors to open-I actually
Description of Work: Water damage repair and remodeling. [ANGIE'S LIST CUSTOMER SERVICE] Continuation of the content of this review. I actually had to step out of the kitchen and into the dining room to get into the pantry, Richard did not finish the vent system for the microwave or flip the microwave switch for the air to blow up the vent, Richard installed the tile wrong at all the door jams leaving unsightly gaps in his tile cutting,Richard refused to tile the bathroom floor which was contracted work, Richard did not complete the baseboard installation, Richard moved my refrigerator so many times he damaged the internal seals causing leaks and ice buildup inside the refrigerator-all he had to do is move the refrigerator around the wall, Richard moved the refrigerator on ungrouted tile and chipped the tile, having to grind up the tile sending a dust cloud all thru my house. Make a video and written list of ALL incomplete work for Richard to work on the next day. If you feel Richard is not doing something right, research it; I went to google and YouTube to verify how some of the things should be done when I saw Richards poor workmanship. Another thing, are we not going thru this giant movement in our country where everyone is screaming that they have rights??? Don’t we live in America where we have aright to say what happens in our homes?? We are all consumers, including Judge Lapham, and as consumers we have to trust work people to come into our homes. We have to trust that these people will know their job, be honest and be safe. I am 60 years old and Judge Lapham gave me the impression that he thought I had no life experience and I was dumber than a box of rocks that just climbed out from under a rock and fell off the turnip truck. Judge Lapham put in his decision, While a homeowner has a perfect right to ask questions, examine the defendants work for defects and make her views known, the defendant is an independent contractor who is hired to accomplish a result in much the same way that a doctor is hired to perform surgery. What kind of statement is that?? Whether I am hiring a contractor or a surgeon, I have the right to expect the job to be done right and I have the right to say something when I see poor workmanship. With Richards poor workmanship and work ethics, if he was my surgeon I would be near death or dead. A surgeon will not open you up, take your parts out (Richard tore my house apart, taking out the damaged things) then say I don’t put you back together (Richard did not put a transition strip in-he doesn’t do that and did things wrong) or I can’t get you put back together (Richard didn’t install the tile under the door jams correctly because he can’t fit them-I went to YouTube and found the easy fix) or tell you to buy your own suture kit and sew yourself up, (similar to Richard telling me to go buy sharpie pens to color in his mistakes). I worked in medical/clerical for 35 years, in several settings of a hospital and if a surgeon had the work ethics Richard has, he would lose his license. I felt as if Judge Lapham was saying people are not allowed to be their own advocate as a patient and in your own home when you are paying someone thousands of dollars to do a job and you see they are not doing the job right. The difference between working with a bad contractor and a bad surgeon, the bad surgeon you can walk away and get another surgeon, with a bad contractor, you have to hire an attorney to get rid of the bad contractor. Even after I provided my pictures and documentation from other licensed professionals showing poor workmanship Judge Lapham used the term allegedly defective work, again the pictures tell the story and I can promise you that no one needs a degree in rocket science to seethe defective work. Plus, in this day and age I guess Judge Lapham has no clue that you can GOOGLE ANYTHING and get the answers you are looking for. In hindsight, I should have hired and videoed home inspector to go over all of Richards work. Have Richard sign documentation that if he runs into problems he is to put the problem in writing, with description of issue and resolution and extra cost because that is the way it is supposed to be done per the brochure. Richard said he told me there was a problem with my foundation and I told him to tile over the problem. Richard never told me there was a problem and since he says I told him to tile over the problem, Richard SHOULD have had me sign a release of liability form to protect his license-he didn’t and the judge did not believe me when I said Richard never told me there is a problem. If you have to hire other contractors to come in and clean up after Richard, video tape their inspection and the work they are doing because their written documentation means nothing either. In fact, try to get them to go to court with you, I didn’t ask because it was so hard to find people to come clean up Richards mess, I didn’t want to ruin the chance of them coming back if I needed future work done on my house. All I can say is you really need to protect yourself if you use Richard Hopkins. I have already turned in a complaint to the Contractor’s Board; IN FACT when I called the contractor's board before turning in my complaint, after Richard had Angela Hagerty illegally pose as an attorney and threatened to sue me for $75,000 even if I just turned in a complaint to the Contractor’s Board, the lady told me several times to GET YOUR COMPLAINT IN RIGHT AWAY. She also said they have complaint forms for a reason, to turn in complaints. At first I did not understand her urgency but when I learned about Richards history, I understood her urgency. Next, I will be contacting Richard Hopkins bond companies. The only people who have believed what I have said is the very first Judge who heard my case without looking at my documentation and awarded me $7,500 (Richard contested that and Judge Lapham ruled differently after seeing all my pictures and documentation). I am so grateful that Buildzoom went the extra step to put a warning up for consumers about Richards 30%tile ratings when compared to the rest of the contractors in the State of California. As I said in the beginning this is long but I hope you were able to understand the importance of the information I provided.
