Left the roof is worse condition than before the work was performed. His poor workmanship caused multiple interior leaks which required extensive drywall repairs. It took repeated requests to Mr. Rullan for performance and I finally had to hire a ROC registered contractor to resolve the issues. I cannot recommend! YOU HAVE BEEN WARNED!

Our overall experience was extremely poor. We had repeated difficulties in communication on explicit details regarding what was to be done. Much of the work had to be constantly redone because he would not follow our detailed instructions. At one point I found him with a print out from the internet on how to wire a three way light switch which he botched and had to be redone by myself. In the end we had to bring in another contractor to complete the work. The majority of Mr. Rullan's work did not pass inspection and had to be redone. For example he placed electrical junction boxes hidden in the walls which is not code and they had to be reworked. He damaged numerous existing floor tiles in the house and we had to have those replaced. The final straw was when he could not build a built in bench correctly leaving a gap between the cushions, exposed plywood edges, and a back that kept falling off.
Description of Work: We used Mr. Rullan to perform a kitchen and living room remodel. This included some demolition, electrical and plumbing work.

Lied to us regarding being an AZ ROC licensed contractor (is NOT). Work started fairly well, we thought...repaved a brick patio w/ plumbing revisions, very nicely, if slow. Then, repaired roof using second layer rubber, but only melted seams, not to underlying substrate. Also, did not repair cut flashing. Also, failed to install/repair scuppers correctly, so that water drained from roof INTO INSIDE of wall, instead of going outside of papparet. Failed to correct error despite multiple attempts. Homeowners finally identified and corrected error until another professional could perform more permanent solution. Unable to correctly run a bead of caulk on any application. Billed us for his mistakes and redos. Wasted many supplies at out expense. Construction quality and work ethic continued to decline, initially would work a full contractor hr day (e.g. 6 or 7 am to 3-4pm (insisted on hourly payment), but gradually shortened those days to 9 or 10 am to 2-3 pm, including lunch break. Refused to follow requests and became argumentative when asked to perform tasks to improve structural integrity. Refused to admit ignorance nor ask others for advice. Either he or one of his unskilled, untrained crew wrote obscene word on can of Wood Rot Preventer in permanent ink. Toward end of tenure, would often fail to show. esp on Mondays, and would have some excuse of needing a root canal (I think he had '6' over the 9 mos we knew him), often would not even call. Began to have concerns re: alcohol use, THOUGH NOT VERIFIED. Project went 7 mos and $20000 over budget.
Description of Work: Redid brick paved patio w/ drip. (unfamiliar w/ drip irrigation), built a/c blind (pre-fab wood fence cut to fit), roof repair w/ rubber rolls (improperly done as not adhered to base substrate), improper installation/repair of scuppers, built detached garage + shop.
